- First step before the MEA: state Home/GAD department (personal), state Education department (educational), Chamber of Commerce (commercial). Notary + SDM in New Delhi is an accepted alternative for many personal and educational documents.
- MEA fee: Rs 50 per document for an Apostille; MEA normal attestation is free. Agency, embassy and courier charges are extra.
- Countries outside the Apostille Convention (for example UAE, Qatar, Kuwait, Egypt) need MEA attestation followed by embassy legalization in New Delhi.
- Exceptions: the Apostille does not apply between India and China (India objected to China's accession on 8 Sep 2023) or between India and Germany (Germany objected to India's accession in 2005; Germany verifies Indian documents through its embassy).
