Bhutan Embassy Attestation for Indian Degrees, Civil Records and Business Papers

Bhutan is not a party to the Apostille Convention, so an Indian Apostille does not cover documents going there. Bhutan embassy attestation follows the classic chain: the state department, notary and SDM or Chamber of Commerce authenticates the document, the Ministry of External Affairs (MEA) attests it, and the Royal Bhutanese Embassy in New Delhi legalizes it. Many of our Bhutan files are for degrees earned at Indian universities.

Quick answer

I am a Bhutanese graduate of an Indian university. What do I need? Your degree and transcripts usually need Bhutan embassy attestation before a Bhutanese employer or recognition body will rely on them. The state education department authenticates the degree, the MEA attests it, and the Royal Bhutanese Embassy in New Delhi legalizes it. Send the originals with your passport or citizenship identity card copy, and we handle each step.

Bhutanese Graduates of Indian Universities

Many Bhutanese students complete school, college or professional degrees in India. When they return home, employers, the civil service and recognition bodies in Bhutan may want proof that the Indian degree is genuine and has been legalized. The Indian side of that proof is the attestation chain described here.

Send the final degree certificate and the full set of marksheets together. If your university issues a provisional certificate first, wait for the final one where you can. Our degree certificate page explains the state education department step for each type of university.

Bhutan Embassy Attestation Route

  1. Authentication in India. Degrees go to the state education department of the state where the university sits. Birth and marriage certificates and affidavits go to the state home or GAD department or a notary and SDM. Company papers go to a Chamber of Commerce.
  2. MEA attestation. The MEA verifies the state or chamber signature and adds its attestation stamp.
  3. Royal Bhutanese Embassy. The embassy in New Delhi legalizes the MEA-attested document.

See our embassy attestation service for how the embassy stage works in general.

Indian Professionals Working in Bhutan

Indian engineers, teachers, doctors and technicians work in Bhutan on projects and in institutions. An employer or licensing office may ask for attested degrees and experience letters. Indian citizens do not need a visa for Bhutan, but work permissions still rely on proper documents. Ask your employer for the exact list in writing before you start.

Experience letters are private documents. They should be on the employer's letterhead, signed by an authorised person and notarised. A notary and SDM or state authentication then follows before the MEA. Letters without a clear signatory name and designation are often refused at the authentication stage.

Business and Trade Documents

India is Bhutan's largest trading partner, and many Indian firms supply goods, machinery and services there. A Bhutanese partner or authority may need attested company papers: certificate of incorporation, memorandum and articles, power of attorney, board resolution, or a certificate of origin. These start at a recognised Chamber of Commerce, then go to the MEA and the embassy. Our commercial documents page explains the chamber step.

Birth, Marriage and Family Papers

Cross-border families are common between India and Bhutan. A marriage registered in India, or a child's birth certificate issued in India, may need attestation before a Bhutanese office records it. Use the registrar-issued certificate and make sure the names match identity documents on both sides. If a name changed after marriage, include the marriage certificate so the link is clear.

Do Bhutan Documents Need Translation?

Usually not. English is widely used in Bhutanese government and education, and most Indian documents are in English. If a certificate is in Hindi or a regional Indian language, ask the receiving office whether it needs an English translation. We can arrange a certified translation if so.

What to Send and Mistakes to Avoid

  • Original degree and marksheets, or civil certificate
  • Copy of passport or Bhutanese citizenship identity card
  • For company papers: signed copies on letterhead

Avoid laminated certificates and provisional degrees where a final one exists. Do not ask for an Apostille for Bhutan; it will not be accepted. We quote per document in writing before you send.
