MEA Attestation for Embassy Legalization from India
MEA attestation is the stamp the Ministry of External Affairs (CPV Division) places on an Indian document before a foreign embassy legalizes it. It is the route for countries that do not accept the apostille, such as the UAE, Qatar, Kuwait and China. INFINITYGRO prepares your papers, takes them through the state or chamber step and the MEA, and then on to the embassy.

MEA attestation stamp and Apostille sticker
Is MEA attestation the same as an apostille? No. Both are issued by the Ministry of External Affairs, but they serve different countries. An apostille is final for countries in the Hague Apostille Convention. MEA attestation is a middle step used for non-member countries, and the document then goes to that country's embassy in New Delhi for legalization. MEA attestation itself carries no government fee.
The stamp between India and a foreign embassy
A foreign embassy in New Delhi cannot judge whether a signature from a district office in Bihar or a chamber in Gujarat is genuine. It relies on India's own foreign ministry to confirm that first. That confirmation is MEA attestation.
The Ministry of External Affairs looks at the signature and seal of the officer who authenticated your document earlier in the chain. If it matches its records, MEA adds its own stamp. The embassy then trusts the MEA stamp and adds its legalization on top.
So the document carries a chain of signatures, each one vouching for the one below it. Break any link and the embassy will refuse it.

Countries that ask for it
You need this stamp when the country that will receive your document is not an apostille partner of India. The common ones for Indian clients are:
- UAE: MEA, then the UAE Embassy, then UAE MOFA attestation after arrival.
- Qatar and Kuwait: MEA, then the embassy in New Delhi.
- Egypt, Iraq, Jordan, Lebanon, Libya, Sudan, Yemen: MEA, then the embassy.
- China: India objected to China joining the Apostille Convention, so Chinese use still needs MEA plus Chinese Embassy legalization.
Fees for the embassy step are on our pages for UAE embassy attestation and other embassies.
MEA attestation vs apostille: how to choose
Both come from the same MEA division, and both rest on the same earlier steps. The difference is what happens next.
- An MEA apostille is a printed certificate with a standard format. For the countries in the 1961 Hague Convention it is the last step. No embassy is involved.
- The attestation stamp says the document is ready for an embassy. On its own it is not enough for a non-member country.
Pick by destination, never by price. A UK university will take an apostille. A Dubai employer will not, because the UAE is outside the convention. If you send an apostilled degree to the UAE Embassy, it will not be legalized, and the work has to be redone.

What must happen before the MEA step
MEA does not accept a document straight from the person who holds it. A designated authority must authenticate it first. MEA's own procedure note lists these:
- Personal documents such as birth, marriage or police clearance: the state Home or General Administration Department. Many personal documents can instead go Notary, then SDM in Delhi.
- Educational documents: the state Education department (often called HRD attestation), or the Delhi notary and SDM route.
- Commercial documents: a recognised Chamber of Commerce.
Some documents issued by central bodies, such as a passport office police clearance, can go to the MEA without a state step. Our guides for educational documents and commercial documents explain each chain in detail.
What the ministry checks, and what it does not
MEA verifies one thing: the signature of the authenticating officer. Its procedure note says plainly that it does not take responsibility for the contents of the document. A spelling mistake in your name will travel through every stamp untouched.
Two other rules catch people out:
- MEA does not attest photocopies. It stamps the original or, for commercial papers, the copy the chamber has authenticated.
- Since July 2012, MEA does not take documents from individuals at its counter. Submission is through authorised outsourced centres, or the MEA branch secretariats in Chennai, Guwahati, Hyderabad and Kolkata.
The outsourced centres add a small handling charge per document. INFINITYGRO handles that submission for you as part of the quote.
After the stamp: embassy legalization
Once the ministry has stamped it, the document goes to the embassy or consulate of the destination country in New Delhi. Each embassy sets its own fee, documents list and working days. Commercial papers usually cost more than personal ones.
Some countries add a step after arrival. For the UAE, the Ministry of Foreign Affairs in the UAE attests the document again before most offices accept it. Our embassy attestation process guide walks through the UAE, Qatar, Kuwait and China in order.
Fees and how to send your documents
The ministry charges no government fee for normal attestation. Your cost comes from the earlier steps (notary, SDM, state department or chamber), the outsourced centre charge, the embassy fee and courier.
INFINITYGRO quotes per document in writing before you send anything. Clients courier documents to our office at New Ashok Nagar, Delhi, from any state. Delhi NCR clients can drop them off. We return them by Blue Dart or a similar tracked courier. We do not offer home pickup.
Send the originals, a passport copy, and the name of the country and the office that asked for the document. For translation into Arabic or another language, see our translation service.
Mistakes that send documents back
- Choosing the apostille for a UAE, Qatar or China file.
- Laminated certificates. Stamps cannot be fixed on lamination.
- A name on the degree that differs from the passport, with no supporting affidavit.
- Commercial papers signed by someone who is not the authorised signatory.
- Skipping a step the employer's checklist named, such as state HRD.
A quick photo on WhatsApp before you courier anything lets us spot most of these. You can also reach us through the contact page.

Frequently asked questions
Does MEA attestation have a fee?
The ministry charges no government fee for normal attestation. Outsourced centres add a small handling charge, and the earlier steps and the embassy have their own fees. We quote the full amount in writing first.
Can I take my document to the MEA office myself?
No. Since July 2012 the ministry accepts documents only through its authorised outsourced centres or its branch secretariats. Individuals cannot submit at the counter.
Is MEA attestation valid without the embassy stamp?
For a non-apostille country, no. The receiving office abroad expects to see its own embassy's legalization on top of the MEA stamp.
Where is the stamp placed?
Usually on the back of the original document. For a multi-page commercial document it is typically placed on the page the chamber has authenticated.
Does the MEA check whether my degree is genuine?
It checks the signature of the officer who authenticated it, such as the state department or SDM. It does not verify the contents.
My country changed to the apostille. Is my old attestation still valid?
That depends on the receiving office. Many accept older legalized documents, but some ask for a fresh apostille. Ask them before redoing the work.
Do you handle the embassy step too?
Yes. We take documents through the MEA and on to the embassy, and can arrange certified translation where it is needed.
