Cambodia Embassy Attestation from India: The Three-Stage Route
Cambodia embassy attestation is needed because India and Cambodia do not exchange apostilles. An Indian document first gets state or chamber verification, then MEA attestation, then legalization by the Royal Embassy of Cambodia in New Delhi. INFINITYGRO manages each stage for clients sending papers from anywhere in India.

Documents from India for Cambodia
Can I use an apostille for Cambodia? No. Cambodia is not an Apostille partner with India, so an apostille will not be accepted on its own. You need Cambodia embassy attestation: verification by the state department, notary and SDM, or a Chamber of Commerce, then MEA attestation, and finally legalization at the Royal Embassy of Cambodia in New Delhi. Translation into Khmer may be asked for locally.
Why Cambodia still needs the embassy route
The apostille only works between two countries that both apply the Hague Apostille Convention. India does, but Cambodia does not have that link with India. So a Cambodian office cannot rely on an MEA apostille. It relies instead on the stamp of its own embassy, which confirms the MEA signature.
This makes the chain one step longer. Getting the order right saves weeks.
People sometimes get an apostille by mistake because a friend used one for Thailand, Vietnam or Europe. Vietnam joined the convention in September 2026, but Cambodia remains on the embassy route with India. An apostilled paper sent to Phnom Penh is likely to be refused. If that has already happened, contact us. Depending on the document, it may need fresh MEA attestation rather than a second apostille.

The Cambodia embassy attestation stages
- Home stage. Degrees go to the university or state education department. Birth and marriage records go to the state Home or GAD department, or notary and SDM where the state permits. Business papers go to a recognised Chamber of Commerce.
- MEA attestation. The CPV Division attests the paper through its outsourced centre. Normal attestation carries no MEA fee.
- Embassy legalization. The Royal Embassy of Cambodia in New Delhi adds its stamp. It sets its own fees and document rules.
See our embassy attestation service for how we handle the embassy stage.
Each stage relies on the one before. The embassy only recognises the MEA attestation, and MEA only recognises the state or chamber signature. If any earlier stamp is missing, the embassy returns the paper. Cambodia embassy attestation can also be refused if a document looks altered, has handwritten corrections, or has been laminated. Keep originals flat and clean.
Who needs papers in Cambodia
Indian professionals take jobs in Cambodia's garment, construction, IT and hospitality sectors and may need degree and experience papers for work permits. Pharmaceutical and engineering exporters send registration files. Some families need marriage or birth records for dependant visas. Requirements differ by ministry, so ask your employer or importer for their list.
Employers in Phnom Penh and Siem Reap usually send a document list with the job offer. It often includes a degree, an experience letter and a passport copy. Some ask for a police clearance. Indian business owners setting up a company in Cambodia may need certificates of incorporation, a board resolution and a power of attorney for the local representative.
Commercial and pharma documents
Cambodian product registration can involve certificates such as free sale, GMP, a manufacturing licence and a power of attorney naming the local agent. These start at a Chamber of Commerce, then pass to MEA and the embassy. Our commercial documents attestation page covers the chamber stage.
Make sure the authorised signatory who signs the power of attorney is the one named in your board resolution.
Khmer and English
Khmer is Cambodia's official language, though English is common in business and with foreign employers. Some ministries may ask for a Khmer translation made in Cambodia. Others accept English. INFINITYGRO can arrange certified translation in India when the receiving office allows it.

- Apostille obtained instead of attestation.
- Experience letters signed by someone who has since left the company, with no letterhead or stamp.
- Names spelt differently across the degree and passport.
- Missing chamber stamp on commercial papers.
For trade documents, the certificate of origin and invoice must carry the same consignee and invoice number.
