HRD Attestation of Educational Documents in India

HRD attestation is the verification of an educational certificate by the Education or Human Resource Development department of the state where it was issued. The department confirms the certificate with the university or board, signs it, and the Ministry of External Affairs then accepts that signature. INFINITYGRO tells you whether your file needs this state step or the quicker Delhi route.

Quick answer

Do I always need the state HRD step for a degree going abroad? No. Many destinations accept degrees authenticated by a Delhi notary and SDM and then stamped by MEA. HRD attestation is needed when the employer, university or ministry abroad asks for state verification by name. Some Gulf employers include it in their checklist. Read the document list you were given before choosing the route.

A check made by the state that issued the certificate

Your degree carries the signature of a registrar. Nobody outside India can tell whether that registrar is real. The state Education department can. It asks the university or board to confirm the record, then a departmental officer signs and seals the certificate.

The name differs between states. You may see Education Department, Higher and Technical Education, School Education or simply HRD. Agents and Gulf employers use "HRD" as shorthand for all of them.

MEA's own procedure note names the state Education department as the authority that pre-authenticates educational documents. Once that signature is on your certificate, the ministry can add its apostille or attestation.

When HRD attestation is actually required

The receiving office decides. Here are the situations where we most often see it asked for:

  • A Gulf employer's visa checklist that says "HRD attested" in so many words.
  • Professional licensing bodies abroad, for engineers, nurses or teachers, whose rules name state verification.
  • Some university admissions offices that have rejected Delhi-route documents in the past.
  • A previous attempt that was refused because the state stamp was missing.

For the UAE, the state HRD step is often needed only when the employer's checklist says so. Many other files go through the Delhi route with no problem. If your checklist is silent, ask the HR team in writing before you choose.

HRD route vs Delhi SDM route

Both routes end at the same MEA counter and get the same MEA stamp. They differ in who signs before the ministry.

  • State HRD route: the issuing state's Education department verifies with the university or board. It is often slower, because the department may write to the institution and wait for a reply. Each state sets its own process.
  • Delhi route: a notary in Delhi, then the SDM in Delhi, then MEA. It is accepted for most destinations and usually takes about 2 to 3 working days.

Our all-inclusive Delhi route costs Rs 1,000 to Rs 1,500 per document, covering notary, SDM, the MEA fee and our service. Courier and any embassy fees are extra. For the state route we quote after checking the issuing state.

Documents that go through HRD attestation

The state step applies to educational papers only. Personal documents use the Home or General Administration Department instead. Typical items are:

  • Degree certificates and provisional certificates.
  • Diploma certificates from polytechnics and state boards of technical education.
  • 10th and 12th mark sheets and passing certificates.
  • Consolidated mark sheets and transcripts, if the state department will sign them.

Each certificate and each mark sheet is a separate attestation. Sealed transcript envelopes cannot be stamped, so ask the university for an open copy as well.

HRD attestation step by step

  1. Check the original. Names must match your passport. The certificate must not be laminated.
  2. University or board confirmation. Many states want the institution to verify first, or they write to it themselves.
  3. State department signature. The Education or HRD officer signs and seals the document.
  4. MEA step. Apostille for convention countries, or normal attestation for embassy-route countries.
  5. Embassy legalization where needed, for example the UAE, Qatar or Kuwait, followed by MOFA in the UAE.

The MEA attestation guide explains the ministry stage, and our UAE fees page covers the embassy stage for Dubai and Abu Dhabi.

Where e-Sanad fits

e-Sanad is the MEA's online system for verifying documents with the issuing institution. If your university or board is connected, verification can happen online, and a passport copy is needed. It can replace the paper state step for those institutions. Many older or smaller institutions are not connected yet.

Getting the certificate ready before the state sees it

State departments reject more files for small preparation problems than for anything else. A few checks save a second round.

  • Names. If your certificate spells your name differently from your passport, get a name affidavit ready. The department signs what is in front of it, and the employer abroad will compare it with your passport.
  • Lamination. A laminated degree cannot take a seal. Ask the university for a duplicate if needed.
  • Provisional vs final. Some employers want the final degree only. Check before you spend money on a provisional certificate.
  • Supporting papers. A few states ask for mark sheets along with the degree, or for an authority letter if someone else submits for you.

Every state publishes or changes its own rules, so we confirm the current list for your state when you contact us.

After the state stamp: the rest of the chain

The state signature is only useful when the MEA builds on it. For a country in the Apostille Convention, such as the UK, Italy or Saudi Arabia, an MEA apostille finishes the work in India. For the UAE, Qatar, Kuwait or China, the ministry adds normal attestation and the document moves to that country's embassy.

Do not let a state-verified certificate sit for months before the MEA step. Signatures of officers change, and an older stamp can raise questions. Plan the whole chain at once.

Questions

Frequently asked questions

Is HRD the same as MEA attestation?

No. HRD is the state step that comes first. MEA attestation or apostille is the ministry step that comes after it.

Can Delhi do HRD verification for a degree from another state?

Delhi cannot do another state's HRD verification. A degree from any state can, however, take the Delhi notary and SDM route if the receiving office accepts it.

Does the UAE require HRD attestation?

Not always. It is usually needed only when the employer's or authority's checklist asks for it. Otherwise the Delhi route, MEA, the UAE Embassy and UAE MOFA are commonly accepted.

Why does the state route take longer?

The department often confirms the certificate with the university or board before signing. That reply can take time, and each state has its own process.

Can a transcript get HRD attestation?

Often yes, if it is an open copy signed by the university. Sealed envelopes cannot be stamped.

Will a degree verified by HRD be accepted in Germany?

Germany does not legalize Indian documents. German authorities may ask for verification through the German Embassy instead. The state step alone does not solve that.

My university has closed. What now?

Send us the details. The state department may hold the records, or another route may apply. We check before quoting.
