Finland Apostille for Indian Certificates

A Finland apostille is issued by the Ministry of External Affairs (MEA) in New Delhi and makes an Indian public document usable in Finland without embassy legalization. Finland once objected to India joining the Apostille Convention, and some guidance online still reflects that. Here is how the route works today and what Finnish offices tend to ask for.

Quick answer

Is the Apostille valid for Indian documents in Finland? Yes. Finland objected to India's accession in 2005 but withdrew the objection in 2009, so a Finland apostille from MEA is now the final step in India. The document is verified by the state department, notary or Chamber of Commerce first. Finnish offices may ask for a translation into Finnish, Swedish or English by an authorised translator.

The 2009 Change Most Agents Missed

India joined the Convention in 2005, and Finland was among the states that objected. Until 2009, Indian papers for Finland needed MEA attestation and then the Finnish Embassy. After the withdrawal, the Apostille applies normally between the two countries.

If you have an old document that was embassy-legalized years ago, it may still be fine. For a new file, the MEA Apostille is what Finnish offices expect.

Who Goes to Finland From India

Finland recruits software engineers and researchers, and its universities run English-taught master's programmes. So most of our Finland files are degrees, mark sheets, experience letters, and marriage and birth certificates for spouses and children joining later.

Finland also buys Indian goods such as pharmaceuticals, textiles and engineering products, so exporters send company papers too. Personal and commercial files follow the same final step, the MEA Apostille, but start at different offices in India.

Getting a Finland Apostille, Step by Step

  1. Verify the degree certificate through the state education department, or notary and SDM where accepted.
  2. Verify birth, marriage and police papers through the state Home department or SDM.
  3. Company papers: notary, then Chamber of Commerce.
  4. MEA Apostille in New Delhi through an authorised centre.

MEA checks the signature of the verifying officer, not what the document says. If a date or name is wrong, correct it at the issuing board or registrar before the process begins.

Authorised Translators and Language

Finland has a system of authorised translators. Finnish offices often accept documents in Finnish, Swedish or English. If your paper is in Hindi, Tamil, Marathi or another language, a translation is needed. Ask whether the office wants a translator authorised in Finland or accepts a certified translation from India. We can arrange the latter through our translation desk.

Swedish is the second official language, so an office in a Swedish-speaking area may prefer Swedish. Most offices also accept English.

For Companies

Finnish partners may ask for an apostilled certificate of incorporation, power of attorney or certificate of origin. These follow the chamber route described on our commercial documents page.

The chamber checks that the signatory is authorised and that names, addresses and invoice numbers agree across the set. Prepare a letterhead authorisation in advance and make sure no page is unsigned. Finnish banks and registries may also want the memorandum and articles of association with a Finland apostille when an Indian company opens a branch or subsidiary.

Family Members Joining in Finland

Spouses and children applying for a residence permit on family ties are often asked for apostilled marriage and birth certificates. Use registrar-issued certificates. A birth certificate without the child's name, or a marriage certificate from a religious body only, may not be accepted.

Each certificate takes its own Finland apostille. Translations, if needed, should cover the full document and the Apostille sheet when the office asks for that. Our marriage certificate page explains state-level verification in more detail.

Work Permit Papers and the Police Certificate

For specialist and other work permits, Finnish employers typically collect degrees and experience letters. Experience letters are private papers and usually need notarisation before MEA will apostille them. Some employers also want a police clearance certificate. The passport office PCC can be apostilled once issued; see our PCC page.

Check the age rule for your certificates. The Apostille never expires, but the receiving office may want a recently issued certificate, especially a PCC. Ordering a new certificate means a new Finland apostille, so time the request close to your application.

Questions

Finland FAQs

Why do some sites say Finland needs embassy legalization?

They describe the position before 2009, when Finland's objection was in force.

Does the Finnish Embassy stamp apostilled papers?

No. The Apostille replaces that step.

Do I need a Finnish translation?

Only if the document is not in a language the office accepts. English is often fine.

What is the MEA fee?

Rs 50 per document.

Can one Apostille cover several documents?

No. Each certificate gets its own Apostille, so a degree, a mark sheet and a marriage certificate are three separate stickers, each with its own MEA government fee.
