Hong Kong Apostille for Indian Documents, and How It Differs From Mainland China

Hong Kong is a special administrative region of China, but it applies the Apostille Convention on its own footing. Hong Kong accepts the Apostille; we confirm each case. In practice, a Hong Kong apostille from India's Ministry of External Affairs (MEA) is used for degrees, civil records and company papers, after the usual state or chamber authentication.

Quick answer

Do I follow the China embassy route for Hong Kong? Usually no. Mainland China needs notarisation, MEA attestation and Chinese Embassy legalization, because India objected to China's accession. Hong Kong applies the Apostille Convention as a special administrative region, so a Hong Kong apostille from the MEA is normally used. Hong Kong accepts the Apostille; we confirm each case with you before starting.

Hong Kong Versus Mainland China

People often assume that Hong Kong follows the same rules as mainland China. For document legalization it does not. India lodged an objection when China joined the Apostille Convention, so Indian documents for the mainland still go through the Chinese Embassy route. Hong Kong's position is separate: it has applied the convention as a special administrative region.

Because the two routes look similar to outsiders, we check every Hong Kong file at the start. Tell us the office in Hong Kong that will receive the document, and we confirm the route before you send anything.

Hong Kong Apostille Steps in India

  1. Authentication. Degrees go through the state education department. Birth, marriage and affidavits go through the state home or GAD department or a notary and SDM. Company papers go through a recognised Chamber of Commerce.
  2. MEA Apostille. The MEA verifies the authenticating signature and fixes the sticker.

No consulate step is added afterwards. Read our MEA Apostille guide for the MEA stage.

Jobs and Employment Visas

Indian professionals hired in Hong Kong finance, IT, logistics and education are often asked for degrees and experience letters. Employers and immigration files may want the degree apostilled. Since most Indian degrees are in English, a translation is rarely needed.

Send the final degree, not the provisional certificate, with all marksheets. Our degree certificate apostille page lists what each state needs.

Company Papers for Hong Kong

Hong Kong is a common base for Indian trading companies. Opening a bank account, registering a branch or appointing a local director can require apostilled corporate papers from India. Typical ones are the certificate of incorporation, memorandum and articles, board resolution and power of attorney.

These start with notarisation where needed and a Chamber of Commerce, then the MEA. Banks in Hong Kong can be strict about signatures, so have the authorised signatory sign every copy.

Family and Civil Records

Indian spouses and children joining someone in Hong Kong may need apostilled birth and marriage certificates. Registrar-issued certificates are best. If a name appears differently on the passport, add a name affidavit before the Apostille so the file explains itself.

Why We Confirm Each Hong Kong Case

Most Hong Kong offices accept the MEA Apostille without question. A few receivers, such as some banks or private institutions, have their own rules about how papers must look or whether they want a notarised copy as well. Their rules can be stricter than the convention requires.

So before work starts, we ask who will receive your documents and what they have asked for in writing. If a receiver wants something beyond the Hong Kong apostille, we tell you at the quoting stage rather than after the papers are back.

Exporters Shipping Through Hong Kong

Some Indian exporters invoice a Hong Kong buyer while the goods go on to another market. In that case the destination of the goods may decide which route the shipment papers need. A certificate of origin for goods going to mainland China, for example, may face different rules from one used only in Hong Kong. Read our certificate of origin page and tell us both the buyer's location and the final destination.
