Paraguay Apostille for Indian Certificates

A Paraguay apostille is the certificate Paraguayan authorities accept on an Indian public document. It is issued by the Ministry of External Affairs (MEA) in New Delhi after state or chamber verification. Paraguay joined the Apostille system later than most of South America, so some people still expect a consulate stamp that is no longer needed.

Quick answer

Is an Apostille enough for Indian documents in Paraguay? Yes. Paraguay is a party to the Hague Apostille Convention and India accepts it, so a Paraguay apostille from MEA is the final step in India. Verify the document first through the state department, a notary and SDM, or a Chamber of Commerce. Spanish translation is usually required, and some offices prefer a sworn translator in Paraguay.

Paraguay Joined Later, So Advice Is Often Old

Paraguay joined the Apostille Convention around 2014. Before that, Indian documents needed MEA attestation and consular legalization. Old guides still describe that route. Today the MEA Apostille replaces it, and the HCCH status table lists Paraguay as a contracting party.

If you already hold a paper legalized by a consulate years ago, it may still be accepted, but for anything new, use the Apostille route. It is shorter and costs less, since MEA charges a fixed government fee of Rs 50 per document.

Residence Applications and Civil Papers

People apply for residence in Paraguay for work, business or family reasons. Residence files usually include a birth certificate, a police clearance certificate, and a marriage certificate for spouses. Each must carry its own Paraguay apostille and usually a Spanish translation.

Police clearance is often expected to be recent. The passport office PCC can be apostilled after issue. Time it close to your application. Our PCC page explains the options.

Paraguay Apostille Steps

  1. Degrees and mark sheets: state education department, or notary and SDM.
  2. Birth, marriage, police papers and affidavits: state Home or General Administration department, or SDM.
  3. Commercial papers: notary where needed, then a Chamber of Commerce.
  4. MEA Apostille through an authorised outsourced centre in New Delhi.

After the MEA sticker, the paper is ready to leave India.

Sworn Spanish Translation

Paraguayan offices generally require Spanish. Many expect a translation by a sworn public translator registered in Paraguay. Others accept a certified translation from abroad. Confirm before you order. If an Indian translation is accepted, our translation team can prepare it, including the Apostille page if asked.

Exporters Selling to Paraguay

Paraguay is landlocked and imports through neighbouring ports, often with Indian pharmaceuticals, chemicals, textiles and vehicles. Importers and regulators may ask for an apostilled certificate of origin, free sale certificate or power of attorney for a local distributor. These go through a Chamber of Commerce first. See our certificate of origin page.

Pharmaceutical registration in Paraguay usually involves a free sale certificate and a GMP certificate from the Indian regulator, plus a power of attorney for the registration holder. Keep product names, strengths and pack sizes identical across these papers. The invoice, packing list and origin certificate for each shipment must also share the same consignee and invoice number.

Students and Degree Recognition

Students who studied in India and want to continue in Paraguay may need apostilled degrees and mark sheets, and sometimes syllabus documents from the university. The Apostille proves the signature on the paper is genuine. It does not decide whether a Paraguayan university or ministry will recognise the qualification. Ask that body what else it needs.

How Recent Must Papers Be?

The MEA Apostille has no expiry date. Paraguayan migration and civil registry offices may still require that civil certificates and police clearances were issued recently, often within a set number of months. A certificate that was apostilled two years ago may be refused for that reason, even though the sticker is valid. Before applying, check the age rule and order fresh certificates if needed.

If you plan to marry in Paraguay, you may also need a notarised affidavit of single status. It goes through notary, state verification and the MEA Apostille, then translation. Bring the birth certificate issued by the municipal registrar, as a school certificate will not stand in for it.
