Philippines Apostille for Indian Documents After the End of the Red Ribbon

People who dealt with the Philippines before 2019 remember the red ribbon: an embassy authentication added on top of the MEA stamp. The Philippines joined the Apostille Convention, and since May 2019 a Philippines apostille from India's Ministry of External Affairs (MEA) is used instead. The document is still authenticated in India first, by the state department, notary and SDM or Chamber of Commerce that fits it.

Quick answer

Is the Philippine Embassy red ribbon still needed? No. The red ribbon was the old embassy authentication. Since the Apostille Convention took effect for the Philippines in May 2019, a Philippines apostille from the MEA replaces it for Indian public documents. English is an official language in the Philippines, so most Indian documents need no translation. Check the receiving school or office's list before you send papers.

From Red Ribbon to Apostille

Before 2019, Indian documents for the Philippines needed MEA attestation and then authentication at the Philippine Embassy, which was known as the red ribbon. Many agents and older guides still describe that route. It no longer applies to documents going from India.

A Philippines apostille is a single MEA sticker on the authenticated document. If a school or agent asks you for a red ribbon, show them the Apostille and ask them to confirm their current list. Our MEA Apostille guide shows what the sticker looks like.

Medical and Health Science Students

A large share of Indian students in the Philippines study medicine or health sciences. Admission and student visa files usually ask for school leaving certificates, Class 10 and Class 12 marksheets, a birth certificate and sometimes a police clearance certificate.

School certificates are authenticated through the state education department or the board's process before the MEA. Boards and states differ, so send us all marksheets together and we will check the path. A birth certificate apostille follows the home or GAD department route.

Steps for a Philippines Apostille

  1. Collect the original document from the board, university or registrar.
  2. Get it authenticated by the state department, notary and SDM, or Chamber of Commerce.
  3. Submit it to the MEA through its authorised centre for the Apostille.

That is all on the Indian side. No Philippine Embassy step follows.

Marriage and Family Papers

Indians marrying Filipino citizens, and families relocating together, need birth certificates, marriage certificates or single status affidavits. Philippine civil registries are used to documents in English, which keeps these files simple. Make sure the names on certificates match the passports, including middle names where used.

Filipino naming customs give weight to the middle name, which is usually the mother's maiden surname. Indian documents often have no middle name at all. That is normally fine, but the name must be written the same way on every Indian paper you submit.

Companies and Exporters

Indian pharmaceutical, IT and engineering companies operate in the Philippines. Registering a branch, appointing a resident agent or bidding for contracts may need apostilled corporate papers. Pharmaceutical exporters may need a free sale certificate or GMP certificate for product registration. These start at a Chamber of Commerce. See commercial document attestation.

Police and Medical Certificates

Some Philippine schools and immigration files ask for a police clearance certificate or a medical certificate. A police clearance from the Passport Seva system or from the state police can be apostilled through its own authentication path. Our PCC apostille page explains which kind of PCC to request. A private medical certificate usually needs notarisation and state authentication before the MEA will accept it.

These certificates often have a validity window set by the receiving school. Get them issued close to your travel date, and send them to us promptly so the Apostille is done in time.

Can school certificates be apostilled?

Yes, once they are authenticated through the state or board route.

Will the Philippine Embassy stamp my documents?

Not for legalization. The Apostille is the final step.
