Saudi Arabia Apostille: What Changed for Indian Documents After December 2022
For years, Indian documents for the Kingdom went through MEA attestation and then the Saudi Embassy in New Delhi. That changed when Saudi Arabia joined the Apostille Convention on 7 December 2022. Today a Saudi Arabia apostille from India's Ministry of External Affairs (MEA), placed after state or chamber authentication, is the normal final step in India.

Documents from India for Saudi Arabia
Do I still need Saudi Embassy attestation for my degree? For legalization, generally no. Since Saudi Arabia joined the Apostille Convention on 7 December 2022, a Saudi Arabia apostille from the MEA replaces the old chain of MEA attestation and embassy stamps. Saudi employers, professional councils or licensing bodies may still run their own credential checks, which are separate from the Apostille. Ask your employer what they need.
What Changed in December 2022
Before Saudi Arabia joined the convention, a degree for a Saudi job needed state authentication, MEA attestation and then legalization at the Saudi Embassy. Commercial papers followed a similar chain. Each embassy step added cost and waiting time.
Since 7 December 2022 the MEA Apostille does the job of all those later stamps. Some employers and agents in the Gulf still ask for embassy attestation out of habit. If you are asked for it, show them that the document carries a Saudi Arabia apostille and ask whether that meets their requirement. Our MEA Apostille guide explains what the sticker certifies.

How the Saudi Arabia Apostille Is Done
- State authentication. Degrees and diplomas go to the state education department. Birth and marriage certificates go to the home or GAD department or through a notary and SDM. PCCs follow their own path.
- Chamber of Commerce for export, company and shipment papers.
- MEA Apostille on the authenticated document.
No Saudi Embassy visit follows. The MEA verifies only the authenticating officer's signature, not the content of the document.
Workers and Professional Credentials
Saudi Arabia employs a very large number of Indians in engineering, construction, healthcare, IT and services. Their employers often need the degree or diploma apostilled for the work visa or a professional licence. A degree certificate apostille covers the legalization part.
Licensing bodies for engineers and health professionals may also ask for a separate primary-source verification of your qualifications and experience. That is a different process run by the receiving side. Keep the apostilled originals and clear copies ready for it.
Family Visas and Arabic Translation
Workers bringing a spouse and children usually need an apostilled marriage certificate and the children's birth certificates. Saudi offices work in Arabic, and many ask for an Arabic translation by a recognised translator. We can arrange Arabic translation of the apostilled document. Check with the receiving office whether it wants the translation done in the Kingdom instead.
Exporters to Saudi Buyers
India ships rice, meat, spices, textiles, machinery and pharmaceuticals to Saudi Arabia. Saudi importers and regulators often ask for legalized shipment and company papers: the certificate of origin, commercial invoice, packing list, halal certificate for meat and food, free sale certificate and power of attorney. These go to a recognised Chamber of Commerce first and then the MEA.
Names, invoice numbers and consignee details must match across every paper. See our certificate of origin page for the chamber stage.
Documents Attested Before December 2022
Many workers already hold degrees that were attested by the MEA and the Saudi Embassy under the old system. Those stamps were valid when they were placed. Whether a Saudi office still accepts an old attestation or wants a fresh Apostille is its own decision. Most employers we hear from accept older attested papers for existing staff, but some ask for an Apostille when a worker changes jobs or renews a licence.
If you are unsure, ask the employer or licensing body before re-doing anything. A new Apostille needs the state authentication step again, so it is worth checking first.
