Driving Licence Apostille and Attestation for Use Abroad

A driving licence apostille lets a foreign authority accept a copy of your Indian licence as verified. Licences are issued by the Regional Transport Office (RTO) of your state under the Motor Vehicles Act, 1988, and the records sit in the national Parivahan Sarathi system. The apostille is not a permit to drive. It is an authentication of a certified copy, used for licence exchange, employment and residence files.

Quick answer

Does an apostille let me drive abroad on my Indian licence? No. A driving licence apostille only authenticates a notarised copy of your licence so a foreign office can rely on it. Whether you may drive, or exchange your licence, depends on that country's road rules. For short visits most travellers use an International Driving Permit, which the RTO issues as a separate document.

Apostille or International Driving Permit?

Clients often ask for one when they need the other. The difference is simple.

An International Driving Permit (IDP) is a travel document that lets you drive in many countries for a limited period alongside your Indian licence. You apply for it at your RTO, usually through the Parivahan Sarathi services. It needs no apostille.

A legalized copy of your licence is evidence for a foreign office. It is used when someone abroad needs a verified paper record that you hold an Indian licence: for a licence exchange, a driving job, a residence file or an insurance claim.

If you are only visiting and want to drive, start with the IDP at your RTO. Come to us if a foreign office has asked for a certified or apostilled copy.

When a driving licence apostille is asked for

  • Licence exchange or conversion. Some countries let residents convert a foreign licence, and may ask for a legalized copy or a record of driving history.
  • Driving jobs abroad. Gulf employers hiring drivers, and logistics firms elsewhere, may want the licence attested with other work documents.
  • Residence and family visas where the licence is used as supporting identity or address evidence.
  • Insurance or legal matters after an accident overseas.

Rules on licence exchange differ widely and change. Always confirm with the foreign licensing authority what it accepts before you start.

Smart card, booklet or DL extract

Most Indian licences today are plastic smart cards. Stamps cannot be placed on a card, so what gets legalized is a notarised copy of both sides.

Some foreign offices want more detail than the card shows, such as the date of first issue and all vehicle classes. Several state RTOs offer a DL extract, described as a certified copy of the driving licence, applied for through the Parivahan online services and collected from the RTO. Where your state offers it, this paper record can be useful for a licence exchange file.

Older booklet licences can be copied page by page. Do not send an expired licence. Renew it at your RTO first.

Check your Sarathi record first

Foreign offices sometimes verify an Indian licence online, and your record on the Parivahan Sarathi system should match the card. Before you start, look up your licence status on the Parivahan portal using your licence number and date of birth.

Things to check:

  • The licence is shown as valid, not expired or suspended.
  • Your name and date of birth match your passport.
  • Your address is current, if the foreign office will compare it with other documents.
  • All the vehicle classes you need are listed.

If anything is wrong, correct it at your RTO before notarisation. A legalized copy of an incorrect licence will carry the error abroad.

Steps on the Delhi route

  1. Notary. A Delhi notary certifies the copy of your licence, or the DL extract, against the original.
  2. SDM. The SDM office in Delhi verifies the notary's signature.
  3. MEA. The CPV Division places the apostille or normal attestation.

This route accepts licences from any state. If the foreign office insists on state-level verification, the document goes to the Home or General Administration Department of the issuing state before MEA.

MEA checks the signature before it. It does not check your driving record or the licence's validity on Sarathi. For a fuller picture of the MEA stage, see our MEA apostille guide.

Apostille and embassy countries

The UK, USA, Canada, Australia, most of Europe, Japan, South Korea, Saudi Arabia, Oman, Bahrain and Turkey accept the MEA apostille. Vietnam joins on 11 September 2026.

Gulf states outside the Apostille route need MEA attestation and then the embassy. For the UAE, that means the UAE Embassy in New Delhi and then MOFA attestation in the UAE. Our UAE attestation page lists the steps. Qatar, Kuwait, Egypt, Iraq and Jordan follow their own embassy attestation. China is also embassy-route. Germany does not legalize Indian documents and may ask its embassy to verify them.

Fees and timing

Our all-inclusive Delhi route fee is Rs 1,000 to Rs 1,500 per document, covering notary, SDM, the Rs 50 MEA fee and our service. A driving licence apostille for an embassy-route country adds that embassy's fee. Courier is extra.

The Delhi route usually takes 2 to 3 working days. You receive a written quote before sending anything.

What we need from you

  • Your original licence (card or booklet), for the notary to see, or the DL extract.
  • Clear colour copies of both sides of the card.
  • Passport copy.
  • Destination country and the office that asked for it.
  • If a translation is required, we arrange certified translation, for example into Arabic.

Delhi NCR clients may visit our New Ashok Nagar office. We return documents by Blue Dart or a similar tracked courier. No home pickup. Contact us to confirm the current process for clients who cannot come to Delhi.

Common problems

  • Licence expired, or due to expire soon.
  • Name or date of birth on the licence differs from the passport.
  • Copy shows only the front of the card.
  • Client needed an IDP and applied for an apostille instead.
  • Licence class on the card does not match the job abroad, for example a light vehicle licence for a heavy vehicle role.

A name mismatch can often be explained with an affidavit legalized in the same batch.

Questions

Driving Licence apostille FAQs

Can the plastic licence card itself carry an apostille?

No stamp can be placed on a card. A notarised copy of both sides, or a paper DL extract from the RTO, is what gets legalized.

Is a driving licence apostille enough to convert my licence abroad?

It depends on the country. Some accept it as part of the exchange file. Others need a test or their own verification. Ask the foreign licensing authority first.

Is the IDP valid without an apostille?

Yes. The IDP is a separate permit issued by the RTO. It does not need an apostille and is carried with your Indian licence.

Can I apostille a licence issued in Gujarat or Tamil Nadu through Delhi?

Yes. Licences from any state can take the Delhi route unless the foreign office asks for state verification.

Do Gulf driving jobs need the licence attested?

Some employers ask for it with educational and experience documents. Check the employer's list. A driving licence apostille is not used for the UAE, which needs embassy attestation.

Does the digital licence in DigiLocker or mParivahan work?

Those apps show your licence for use in India. For legalization abroad, a notarised copy of the physical licence or an RTO extract is the usual starting point.

How many documents is a licence with two vehicle classes?

One. A single licence card is one document, whatever classes it covers.
