Personal Document Attestation for Life Events Abroad
Personal document attestation prepares Indian civil papers, such as a birth or marriage certificate, a police clearance or an affidavit, for use by a foreign government. The authentication comes from a Delhi SDM or the state Home department, followed by the Ministry of External Affairs. INFINITYGRO handles these papers for families and workers across India.

MEA attestation stamp and Apostille sticker
What does a family visa usually need? Usually a marriage certificate for a spouse and birth certificates for children. For personal document attestation, each goes Notary and SDM in Delhi (or the state Home department) and then to MEA. Apostille countries stop there. The UAE, Qatar, Kuwait and China also need embassy legalization, and the UAE adds MOFA after arrival.
Papers that follow you through life abroad
Educational certificates are about your career. Personal papers are about your family. They come up when you marry abroad, sponsor a spouse, register a child's birth, apply for residence, buy property or settle an estate.
The foreign office wants proof that the Indian civil record is real. The Indian government gives that proof through a chain of signatures. Unlike a degree, many of these papers are issued by local bodies, such as a municipal registrar or a sub-registrar of marriages. That makes the authentication step before MEA especially important.

Personal document attestation routes
Delhi notary and SDM
A notary in Delhi certifies the document, and the SDM in Delhi authenticates the notary. The MEA then stamps it. This route is accepted for most personal documents from any state, and usually takes 2 to 3 working days.
State Home or General Administration Department
MEA's procedure note names this department as the authority for personal documents. Use it when the office abroad asks for state authentication by name. It can take longer than the Delhi route.
Straight to the MEA
Documents issued by central government bodies, such as a police clearance from a passport office, can go directly to the ministry without a state step.

What each destination expects
- Apostille countries: UK, USA, Canada, Australia, most of Europe (not Germany), Japan, South Korea, Saudi Arabia, Oman, Bahrain, Turkey, and Vietnam from 11 September 2026. The MEA apostille is the final step.
- UAE: MEA attestation, then the UAE Embassy in New Delhi, then UAE MOFA after arrival. Fees are on our UAE page.
- Qatar, Kuwait, Egypt, Iraq, Jordan: MEA attestation, then embassy legalization.
- China: MEA attestation and the Chinese Embassy. India objected to China's accession, so the apostille does not apply between them.
- Germany: Indian documents are not legalized. German authorities may ask the German Embassy to verify them.
Typical files we put together
Most personal document attestation requests fall into a few patterns. Knowing yours helps you send the right set the first time.
- Spouse joining a worker in the Gulf. The marriage certificate, attested to the embassy level. Some employers or immigration offices also ask for the spouse's passport-matched name affidavit.
- A child's residence visa. The birth certificate showing both parents' names, matching their passports.
- Marrying abroad. A single status certificate or affidavit, and sometimes a birth certificate. The registry abroad will tell you which.
- Inheritance or property abroad. Death certificates, succession papers and powers of attorney, often with a translation.
- Long-term residence or citizenship. A PCC plus birth and marriage records, sometimes for every family member.
Why the issuing office matters
A handwritten birth record from 1985 and a computer-generated certificate from a municipal portal look very different. Both can be attested, but the notary and SDM look at who issued them. Keep these points in mind:
- Late registration. If a birth was registered years later, the certificate may carry a note. Some countries ask questions about it.
- Online certificates. Many states now issue birth and death certificates with digital signatures and QR codes. A clear printout is normally used.
- Marriage certificates. A religious certificate from a temple or church is a different thing from a registered marriage certificate. Foreign offices almost always want the registered one.
- Divorce. The court decree, usually a certified copy, is what is attested.
Translation for non-English countries
Personal document attestation does not translate anything. Many personal papers are bilingual, in English and a state language. Arabic, French, Spanish or Chinese speaking offices may still want a certified translation. Some want it attested along with the original. INFINITYGRO arranges certified translation in most languages, so the whole file moves together.
Cost, sending and return
The Delhi route costs Rs 1,000 to Rs 1,500 per document with us, all-inclusive of notary, SDM, the MEA fee of Rs 50 and service. Courier is extra. Embassy fees are extra for non-apostille countries. We put the total in writing before you send anything.
Courier the originals and a passport copy to our office in New Ashok Nagar, Delhi. Delhi NCR clients can drop off and collect in person. We return documents by Blue Dart or a similar tracked courier. We do not offer home pickup.
Reasons personal papers get refused
Most delays in personal document attestation come from the paper itself rather than the offices.
- Names spelled differently on the marriage certificate and the passport.
- Laminated birth certificates.
- An old PCC. Many countries want a recent one, so check its age before attesting.
- Affidavits on the wrong stamp paper value or without a notary.
- An apostille sent to a UAE or Qatar office, which needs embassy legalization instead.

Frequently asked questions
Can my parents send my birth certificate while I am abroad?
Yes. Anyone can courier the original to us with a copy of your passport. We return it to the address you give.
Do I need a fresh birth certificate?
Not always. An older certificate can be attested if it is legible and unlaminated. Some countries prefer a recently issued copy, so check first.
Is a marriage certificate from a temple accepted?
Usually not. Foreign offices expect a certificate from the marriage registrar. Register the marriage first if you have only a religious certificate.
How old can a PCC be?
That depends on the receiving country. Many want it issued within the last few months. Ask them before we start.
Can personal documents from Tamil Nadu use the Delhi route?
Yes. The Delhi notary and SDM route accepts personal documents from any state for most destinations.
Does an apostilled marriage certificate work in Dubai?
No. The UAE is not an apostille partner. It needs MEA attestation, UAE Embassy legalization and UAE MOFA attestation.
Do I need both the state route and the Delhi route?
No. One of them is enough before the MEA step. Use the state Home department only when the office abroad asks for it; otherwise the Delhi route is normally accepted.
Is the same attested document valid for two countries?
An apostille works in every convention country that accepts it. Embassy legalization is for one country only, so a second embassy-route country needs its own embassy stamp.
Can you attest a document I signed, such as an affidavit?
Yes. Affidavits and declarations are notarised first, then authenticated and stamped by the MEA like other personal documents.
