Character Certificate Apostille and Attestation in India
A character certificate apostille makes an Indian statement of good conduct usable abroad. The certificate may come from a police station or district police office, a school or college principal, or a gazetted officer who knows you personally. INFINITYGRO verifies it through a Delhi notary and SDM before the Ministry of External Affairs adds its stamp.

Is a character certificate the same as a Police Clearance Certificate? No. A Police Clearance Certificate (PCC) is a formal record check, usually issued through the Passport Seva system to passport holders. A character certificate is a broader statement of good conduct from police, an institution or a gazetted officer. A character certificate apostille follows the notary, SDM and MEA route. A passport office PCC goes to MEA directly.
First, check which document was asked for
Many clients arrive with the wrong paper. A foreign employer writes "police certificate", the client gets a character letter from a college, and the embassy rejects it. So we start with the request itself.
A Police Clearance Certificate (PCC) is a record check that the passport office issues through Passport Seva, after police verification. It is a central government document, so it can go straight to MEA. We cover it on our PCC apostille page.
A character certificate is a statement that the holder is of good conduct. It can come from several authorities and is used where the receiving office accepts a general testimonial. If the checklist says "police clearance" or "criminal record check", you most likely need a PCC.

Three common issuers and what each looks like
Police character certificate
Issued by a police station or the district police office, often after local verification. States run their own procedures and many now offer it through their police citizen portals. It carries the officer's signature, designation and seal.
School or college character certificate
Signed by the principal or registrar, usually when you leave the institution. Foreign universities often ask for it with transcripts. It should be on the institution's letterhead.
Gazetted officer's certificate
A gazetted officer who knows you personally signs a short statement about your conduct. It must show the officer's full name, designation, office and official seal. A personal signature without the office seal is rarely accepted.
Character certificate apostille: the Delhi steps
The Delhi route accepts most personal documents issued in any state. It has three stages.
- A notary in Delhi verifies the certificate.
- The SDM office in Delhi verifies the notary.
- The MEA CPV Division places the apostille or normal attestation.
MEA looks only at the signature of the officer before it. It does not confirm what the certificate says about you. That is the issuer's responsibility.
If the foreign office specifically wants state verification, the certificate goes instead to the Home or General Administration Department of the issuing state, then to MEA. We use that route only when the checklist calls for it.
The order matters. A character certificate apostille stamp placed on a paper that skipped the SDM step would not be issued, because MEA works only from verified signatures.

Getting the certificate issued correctly
Most delays come from the paper itself, not from the legalization chain. A few checks before the issuer signs save a second trip.
- Ask for your full name exactly as it appears in your passport. Add your father's or spouse's name if the foreign office uses it.
- Make sure the date of issue, place and reference number are printed or written clearly.
- The signer's name and designation should appear under the signature, with the office seal across or beside it.
- If the certificate covers a period, such as your years at a college, the dates should be stated.
A police character certificate issued online by a state police portal may carry a digital signature or QR code. Print it in colour on plain paper. If the notary or SDM wants a physically signed copy, the issuing police office can usually provide one. Ask us before you send it, and we will tell you what the current practice is for that state.
Where a legalized character certificate is used
- Admission to universities and colleges abroad.
- Teaching, nursing and care-sector jobs that require a good-conduct testimonial.
- Some residence, family and long-stay visa files.
- Volunteer and internship programmes.
- Applications to foreign professional bodies.
Students sending a college character certificate often legalize their degree at the same time. See our degree certificate apostille page for that route.
Apostille or embassy, by country
Apostille countries accept the MEA stamp as final. These include the UK, USA, Canada, Australia, most of Europe, Japan, South Korea, Saudi Arabia, Oman, Bahrain and Turkey.
Embassy-route countries need MEA normal attestation and then their embassy in New Delhi. For the UAE, the UAE Embassy attests it and MOFA in the UAE adds the last step online. Qatar, Kuwait, Egypt, Iraq and Jordan follow the embassy route too. China is also on the embassy route, because India objected to its accession to the Apostille Convention. Germany does not legalize Indian documents and may verify them through its embassy instead.

Fees and timing
Our Delhi route charge is Rs 1,000 to Rs 1,500 per document. It includes notary, SDM, the Rs 50 MEA fee and our service. Courier is extra. Embassy fees are added for non-Apostille countries.
The Delhi route usually completes in 2 to 3 working days after we receive the certificate. We send you a written quote first.
If you are also legalizing a medical certificate or education documents for the same job or course, send them together. Each is a separate stamp, but one shipment keeps courier costs down.
Your checklist before you courier it
- Original character certificate with signature, seal and date.
- Passport copy (front and back pages).
- Destination country and purpose.
- The foreign office's checklist, especially if it names the issuer.
- Regional language certificate? We arrange certified translation.
Delhi NCR clients may drop documents at our New Ashok Nagar office. We return by Blue Dart or a similar tracked courier. There is no home pickup. Not sure which document you need? Ask us on WhatsApp first.
Why character certificates get rejected
- Character certificate sent where the checklist wanted a PCC.
- Gazetted officer's certificate without the office seal or designation.
- Name differs from the passport, including initials.
- Certificate too old. Many offices set their own validity window.
- Photocopy instead of the signed original.

Character Certificate apostille FAQs
Can I get a character certificate apostille for a certificate issued in Bihar or Kerala?
Yes. Personal documents from any state can normally take the Delhi route. If the foreign office wants the state route, we send it to that state's Home or General Administration Department first.
My employer abroad asked for a PCC. Will a character certificate do?
Usually not. A PCC is a formal police record check. Ask the employer to confirm in writing if they will accept a character certificate instead.
Does a school leaving certificate count as a character certificate?
Some schools print the conduct remark on the leaving certificate. If the foreign office accepts that, the leaving certificate can be legalized. Many want a separate character certificate.
Does MEA verify my conduct?
No. MEA checks only the officer's signature before it. The content is the issuer's responsibility.
Do I need one character certificate apostille per copy?
Yes. Each signed original carries its own stamp and fee. If two countries need it, get two originals issued and legalize both.
Can a character certificate apostille be used in the UAE?
The UAE does not use the Apostille route. You need MEA attestation, UAE Embassy attestation and then MOFA in the UAE.
How long is the certificate valid?
Indian law does not set one fixed validity for these certificates. The receiving office decides. Many ask for a recently issued one, so check their limit.
