In many states a character certificate is simply a police document. Sikkim takes a layered approach. Character certificate Sikkim: steps at the district office
- Get the GPU recommendation. Your Gram Panchayat Unit writes that it knows you and recommends the certificate.
- Obtain police verification. The local police confirm that no adverse record exists.
- Get the Court Inspector's NOC. This confirms there is no pending case against you.
- Submit the application to the Additional District Collector or SDM with the three supporting papers.
The Mangan district page states a service time of one hour once the file is complete, with the ADC or SDM as the officer. It does not list a fee. Other districts may follow a similar pattern; confirm with your own district office.
The stated purpose and use abroad
The district page describes the certificate as being for recruitment in the Army, Navy and Air Force and for employment in public sector undertakings. Applicants who need it for a job or visa abroad should say so in the application, so the office can word the certificate appropriately. What Sikkim Police does
The Sikkim Police citizen charter says the Crime Branch CID carries out character and antecedent verification of state government employees, and of employees of private companies operating in Sikkim when required. The Special Branch verifies character and antecedents for the Certificate of Identification. Police verification for the district character certificate feeds into the district office's decision. The charter does not list a fee or timeline for these checks.
Taking it to the MEA
The Ministry of External Affairs confirms only the signature of a recognised authenticating officer. A district certificate from Gangtok or Mangan therefore needs one of these chains:
- Delhi notary, then Delhi SDM, then MEA. Accepted for most personal documents from any state.
- Sikkim state authentication, then MEA, where the receiving office asks for it.
The MEA then issues an Apostille, with a government fee of Rs 50, or normal attestation, which is free. More on MEA Apostille.
Destination countries
The UK, USA, Canada, Australia, most of Europe, Japan, South Korea, Saudi Arabia, Oman, Bahrain and Turkey accept the MEA Apostille. Vietnam is added from 11 September 2026.
The UAE, Qatar, Kuwait, Egypt, Iraq and Jordan need MEA attestation and then legalization at their embassy in New Delhi; the UAE adds MOFA online. Language and names
District certificates in Sikkim are normally in English, which simplifies matters for English-speaking destinations. For Europe, Japan or Latin America, a certified translation is usually needed, and we arrange it. Check that your name matches the passport exactly, including how surnames such as Lepcha, Bhutia, Rai or Subba are spelled.
Keep copies of the supporting papers
The GPU recommendation, the police report and the Court Inspector's NOC usually stay in the district office file. Ask for photocopies or note their reference numbers before you submit. No. The passport office PCC is a central document. The district certificate is issued by the state administration.
Can I apply from outside Sikkim?
The supporting papers come from your home area, so a visit or a family member's help is usually needed. Ask the district office what it allows.
