Character Certificate Meghalaya: Obtaining It and Using It Abroad
Nurses, teachers, hospitality staff and students from Meghalaya are often asked for a character certificate before a job or visa abroad is confirmed. A character certificate Meghalaya authorities provide can come from the police, the district administration or your school or college. Each version is legalized a little differently, and this page walks through both stages.

Who issues a character certificate in Meghalaya? For police records, ask the office of the Superintendent of Police in your district. The Deputy Commissioner and SDO (Civil) offices process many citizen certificates, and some districts list related services on e-District. Schools and colleges issue conduct certificates. Once issued, a character certificate Meghalaya offices sign can be apostilled or attested by the MEA.
Start by asking which version is wanted
An overseas employer may write "character certificate" and mean any of these:
- A police certificate stating that no adverse record was found.
- A district administration certificate confirming identity, residence and good conduct.
- An institutional conduct certificate from your last school or college.

Character certificate Meghalaya: offices and portals
A state circular standardises the application forms and certificate formats for services processed and issued by the offices of Deputy Commissioners and SDOs (Civil). Districts such as Ri Bhoi say these services can be applied for in person, online or at a kiosk, and point to the e-District portal. The state portal also accepts some applications from users with a Citizen Access Number.
For a police record certificate, the district Superintendent of Police office is the usual contact. We could not verify a statewide online police character certificate, a fee or a timeline, so confirm the procedure with your district before applying.
An example from East Khasi Hills
The DC office in Shillong lists a certificate for recruitment in the armed, para-military and police forces. Forms are available at the public facilitation counter. Applicants attach attested copies of two photographs, a birth or school certificate, residence proof, certificates from institutions attended in Meghalaya, migration proof where relevant and papers showing why the certificate is needed.
That list gives a good idea of what any DC office will want for a conduct or residence related certificate. Keep the same papers ready if you are applying for a version meant for use abroad.

School and college conduct letters
Universities abroad, and some nursing councils, ask for a character letter from your last institution. Colleges in Shillong and Tura issue these on letterhead, signed by the principal with seal and date. These are educational documents. They can go to the MEA through the Delhi route or through the state education department.
Apostille or attestation at the MEA
The Ministry of External Affairs checks only the signature of the Indian officer who authenticated your paper. A Meghalaya document therefore follows one of these chains:
- Delhi notary, then Delhi SDM, then MEA. Accepted for personal documents from any state, and the route we use most.
- Meghalaya state authentication, then MEA, when the receiving office specifically asks for it.
A passport office PCC skips the first stage because it is already a central document. MEA charges Rs 50 for each Apostille, and normal attestation is free. See MEA Apostille.
Where Meghalaya applicants send it
Apostille is final for the UK, USA, Canada, Australia, most European states, Japan, South Korea, Saudi Arabia, Oman, Bahrain and Turkey, and from 11 September 2026 for Vietnam.
Embassy legalization follows MEA attestation for the UAE, Qatar, Kuwait, Egypt, Iraq and Jordan; the UAE also needs MOFA online. Our embassy attestation service handles this.
Exceptions: China does not accept Indian Apostilles, and Germany does not legalize Indian documents but may verify them through its embassy.
What a usable certificate should show
- Your full name as printed in your passport, plus father's or mother's name.
- Your address in the district and the period you have lived there, if the office records it.
- A clear statement on conduct or police record, without vague phrases.
- The officer's name, designation, office seal, signature and date.
- A reference or letter number, which helps if anyone abroad wants to verify it.

Printed copies from an online portal
Where a certificate is generated online and printed at home, the notary and SDM need something they can attest, and the receiving office may want to verify it on the portal. Keep the application number and any QR code visible. If your certificate has no physical signature, contact us before sending it, and we will tell you how it can be handled for your destination.
Nurses and care workers
Many applicants from Meghalaya go abroad for nursing and care work in the UK, Ireland, the Gulf and Australia. Regulators there may ask for a police certificate, the nursing registration and degree papers, all legalized. Send them together so we can check that names and dates match across the set.
Also need proof of single status?
