Unmarried Certificate Bihar: Where to Apply and How to Legalize It
An unmarried certificate Bihar residents can use abroad is usually needed for a marriage registration in the Gulf, Europe or North America, or for a spouse visa. Bihar's online RTPS system is the first place most people look, but it does not cover every certificate. Here is what does work, and how INFINITYGRO then gets the paper apostilled or attested.

Can I get an unmarried certificate in Bihar through RTPS? Bihar's RTPS service portal, serviceonline.bihar.gov.in, is best known for caste, income and residence certificates, and we did not find an unmarried certificate on it. Applicants normally ask the Circle Officer at the anchal office or the SDO, or swear an affidavit. An unmarried certificate Bihar officials sign, or the affidavit, is then authenticated and apostilled or attested by the MEA.
What the RTPS portal can and cannot do
Bihar delivers many certificates under its right to public services system. Applications are made on ServiceOnline Bihar or at RTPS counters, and the certificate is collected from the counter or downloaded. The Bihar Bhawan counter in Chanakyapuri, New Delhi, opened on 15 August 2012, accepts applications for caste, income and residence certificates for people from Bihar living around Delhi.
A marital status or unmarried certificate is not among the services we could find. If someone offers to download one from RTPS for you, ask to see the service name on the portal first.

Unmarried certificate Bihar: the offline application
The MEA says a single status certificate comes from the SDM or a competent court with jurisdiction over your address. In Bihar, applicants generally take the request to the Circle Officer at the anchal office, or to the SDO of the subdivision. The officer may rely on your affidavit and a report from the Revenue Karmachari or a local enquiry.
There is no official fee or timeline for this letter that we could verify. Ask your anchal office what it needs before you go, because practice differs from district to district.
Checklist for the anchal office
- Application addressed to the Circle Officer or SDO, stating the purpose and country.
- Affidavit declaring that you are unmarried, divorced or widowed and not remarried.
- Aadhaar, passport copy and voter ID.
- Residence certificate, which you can obtain through RTPS if needed.
- Matriculation certificate from BSEB or a birth certificate.
- Statements from the Mukhiya, ward member or two witnesses where asked.

Skipping the office: an affidavit made in Delhi
Many registries and embassies are satisfied with a sworn affidavit of single status. Large numbers of people from Bihar already live and work in Delhi NCR, and for them the simplest option is a Delhi affidavit. INFINITYGRO drafts it, a Delhi notary attests it, and it goes to the Delhi SDM and the MEA without any Bihar authentication.
Check that your registry accepts affidavits. Our parent page on the single status certificate explains when an officer's certificate is required instead.
Legalizing it for use abroad
The Ministry of External Affairs does not read the certificate. It confirms the signature of the officer who authenticated it. Two paths lead there:
- Delhi route: Delhi notary, then Delhi SDM, then MEA. Accepted for personal documents from every state.
- Bihar state route: authentication by the Government of Bihar, then MEA. Use it when the registry or embassy specifies it.
The MEA then adds an Apostille, with a Rs 50 government fee, or normal attestation, which is free. Our MEA Apostille page has the general rules.
Destination countries
For the UK, USA, Canada, Australia, most of Europe, Japan, South Korea, Saudi Arabia, Oman, Bahrain and Turkey, the Apostille is the final Indian step. Vietnam joins from 11 September 2026.
The UAE, Qatar, Kuwait, Egypt, Iraq and Jordan follow the embassy route: MEA attestation and then the country's embassy in New Delhi, with an added MOFA step for the UAE. See our embassy attestation service. China does not accept Indian Apostilles. Germany does not legalize Indian documents and may verify them through its embassy.
Hindi letters and name matching
Anchal office letters in Bihar are often written in Hindi. That is fine for the MEA, but registries abroad usually require a certified translation. We arrange it in English or the destination language.
Check spellings carefully. Common names such as Kumar, Kumari, Singh or Prasad are often written differently across school, Aadhaar and passport records, and a registry abroad may reject a paper that does not match the passport.
Divorced or widowed applicants
If you were married before, the document must state that you are divorced or widowed and not remarried. The registry will usually ask for the divorce decree or the spouse's death certificate as well, legalized through the same chain. Order the extra documents early; family court copies can take time.
Bihar workers in the Gulf
A large share of our Bihar enquiries come from men working in Saudi Arabia, the UAE, Qatar and Kuwait whose families have arranged a marriage, or who are marrying where they work. The rules differ sharply inside the Gulf. Saudi Arabia, Oman and Bahrain accept the MEA Apostille. The UAE, Qatar and Kuwait do not, so the paper needs MEA attestation and then embassy legalization. Tell us the exact city and court or registry, and we will confirm which version of the unmarried certificate Bihar applicants should prepare before anything is couriered.
Fees and sending your papers
On the Delhi route our all-inclusive fee is Rs 1,000 to Rs 1,500 per document, covering notary, SDM, the MEA fee and service. It usually takes 2 to 3 working days after we receive the paper. Embassy fees are extra and quoted in writing. Courier your unmarried certificate Bihar papers or affidavit to our office in New Ashok Nagar, or drop them off if you live in Delhi NCR. We return them by Blue Dart or a similar tracked courier. Contact us through the contact page or +91 85955 58517. After the wedding, read about marriage certificate apostille.
