Unmarried Certificate Meghalaya: DC Office, Affidavit and Legalization

In Meghalaya, citizen certificates are processed mainly by the offices of the Deputy Commissioners and the Sub Divisional Officers (Civil). That is where an unmarried certificate Meghalaya applicants need for a wedding abroad usually starts. Below we cover the local steps, the affidavit alternative, and the Delhi legalization that INFINITYGRO provides.

Quick answer

Where can I apply for an unmarried certificate in Meghalaya? Ask at the Deputy Commissioner's office of your district or the SDO (Civil) of your sub-division. The state runs online applications through the Meghalaya portal with a Citizen Access Number and through e-District, but we could not confirm a listed marital status service. An unmarried certificate Meghalaya officials issue, or a sworn affidavit, can then be apostilled by the MEA.

Who needs it, and why

Students and professionals from Shillong, Tura, Jowai and Nongpoh increasingly marry partners they met while studying or working abroad. Before the ceremony, the foreign registry asks for proof that neither partner is already married. Some countries call it a single status certificate, others a certificate of no impediment.

Since India keeps no central list of unmarried people, the proof has to come from a local officer or from your own sworn statement. Our single status certificate overview explains how the different names relate.

Unmarried certificate Meghalaya: which office to approach

A Government of Meghalaya circular sets standard application forms and certificate formats for services processed and issued by the offices of Deputy Commissioners and SDOs (Civil). In practice, that makes the DC office of your district the natural first stop for a status letter.

Online, the state portal lets registered users with a Citizen Access Number apply for certain DC office services, and districts such as Ri Bhoi point applicants to the e-District portal for others. We did not find a marital status certificate among the services we checked. Ask the DC office whether it will issue a letter and which papers it needs.

Some offices may also want a supporting letter from your locality, for example from the local headman or a gazetted officer who knows you. Ask before you apply.

Documents to prepare

  • Application addressed to the Deputy Commissioner or SDO (Civil).
  • Sworn affidavit stating that you are unmarried, divorced or widowed.
  • Passport copy, Aadhaar and EPIC (voter ID).
  • Residence proof for the district.
  • Birth proof such as a MBOSE certificate or birth certificate.
  • Divorce decree or death certificate of a former spouse, if applicable.

The affidavit alternative

Most registries in the UK, North America, Australia and much of Europe accept an affidavit of single status. If yours does, you can skip the DC office entirely. INFINITYGRO drafts the affidavit in Delhi, has it notarised and runs it through the Delhi SDM and the MEA. This is particularly useful for applicants who already live in Delhi, Bengaluru or abroad.

A Shillong notary's affidavit is also valid, but it needs Meghalaya state authentication before the MEA will accept it.

Marrying in Meghalaya instead

If the wedding can take place in Meghalaya, registration under the state's Compulsory Registration of Marriage Rules, 2015 produces a marriage record that can later be legalized for use abroad. That sometimes removes the need for an unmarried certificate altogether. See marriage certificate apostille for how that record is handled.

From the DC office to the MEA

The Ministry of External Affairs only verifies the signature of an authenticating officer. It does not read your certificate for content. So your paper needs a recognised authentication first:

  1. Delhi route: Delhi notary, then Delhi SDM, then MEA, accepted for most personal documents from any state.
  2. State route: Meghalaya government authentication, then MEA, used when a registry asks for it by name.

The MEA then issues an Apostille (Rs 50) or normal attestation (free). Read more on MEA Apostille.

Destination checklist

  • MEA Apostille is enough: UK, USA, Canada, Australia, most of Europe, Japan, South Korea, Saudi Arabia, Oman, Bahrain, Turkey; Vietnam from 11 September 2026.
  • Embassy needed after MEA attestation: UAE (then MOFA online), Qatar, Kuwait, Egypt, Iraq, Jordan.
  • Other rules: China does not accept Indian Apostilles; Germany does not legalize Indian documents and may verify them through its embassy.

For embassy countries we handle the full chain through our embassy attestation service.

Names, surnames and clan names

Meghalaya names do not always follow the given name plus surname pattern that foreign registries expect. Clan names, matrilineal surnames and different spellings across school records and passports are common. A registrar in Europe compares every document with your passport, letter by letter. Before the DC office signs, check that the name, date of birth and parents' names on your unmarried certificate Meghalaya officials prepare match the passport exactly. If they cannot match, ask for the passport spelling to be shown with an "also known as" line, and carry supporting proof.

Applying while living outside the state

Many applicants have already moved to Delhi, Bengaluru, the Gulf or Europe. Travelling back to Shillong for one letter is rarely practical. Two options work well. Sign an affidavit where you live and courier it to us, or let us prepare a Delhi affidavit for your signature. Applicants abroad can also ask the local Indian mission whether it issues a single status declaration, which some registries prefer.

How to send your papers from Meghalaya

Courier the original letter or affidavit, a passport copy and the registry checklist to INFINITYGRO in New Ashok Nagar, Delhi. On the Delhi route we charge Rs 1,000 to Rs 1,500 per document, all-inclusive, and usually finish in 2 to 3 working days. Embassy fees are extra and confirmed in writing. We return the unmarried certificate Meghalaya set by Blue Dart or a similar tracked courier, since we do not collect from homes. Contact us via the contact page or +91 85955 58517.

Questions

Unmarried Certificate (Meghalaya) apostille FAQs

Can I apply for an unmarried certificate Meghalaya offices issue online?

We did not find it on the online service lists we checked. Ask the DC office or SDO (Civil). An affidavit is often accepted instead.

Does a Khasi, Garo or Jaintia customary marriage count?

A registry abroad will treat any earlier marriage as relevant. Declare your full marital history in the affidavit and ask the registry how to document it.

Is the Apostille done in Shillong?

No. Only the Ministry of External Affairs issues Apostilles, through its authorised centres. We handle that step in Delhi.

Do I need a translation?

If your letter is in English and the destination is English speaking, usually not. For other languages, a certified translation is commonly required.

What is the processing time at the DC office?

We could not verify an official timeline. Ask the office. Our legalization takes 2 to 3 working days after we receive the paper.

Can someone else collect the certificate?

Ask your DC office. Some allow an authorised family member to collect it on your behalf.
