The doctorate degree is conferred by the university where you registered and defended your thesis, and signed by its Vice-Chancellor, Registrar or Controller of Examinations. Degree certificate apostille sample
Does a PhD certificate apostille need anything different from a normal degree? The route is the same as for any university degree: Delhi notary and SDM, the state education department, or e-Sanad, followed by MEA. The difference is the paperwork around it. Many universities first issue a provisional PhD certificate, and posts abroad often ask for the final doctorate, the thesis title or a research record. A PhD certificate apostille covers only the certificate stamped.
Who sends a doctorate abroad
Most of our doctorate clients fall into three groups. Researchers taking up a postdoctoral position abroad. Academics joining a university faculty, often in the Gulf. And professionals whose salary scale or visa category depends on holding a doctorate.
Each group meets a different checklist. A postdoc offer from Europe may only need the apostilled degree. A faculty post in Saudi Arabia or Oman may also need the master's degree and transcripts. A UAE university will follow the embassy route and UAE MOFA. Read the list you are given before you choose which documents to legalize.
The terms vary between countries. Some forms say doctorate, some say PhD, and some say doctoral degree. They all mean the same certificate from your Indian university. One PhD certificate apostille is accepted in every Hague country, so you do not need a separate stamp for each Apostille country you apply to. If you are applying to several countries at once, though, one of them may be an embassy country, and that changes the route for that copy.

Provisional PhD certificate or the final degree
The UGC (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022 say that before a university formally awards the degree, it issues a provisional certificate stating that the PhD is being awarded under those Regulations. Many doctorate holders therefore have two papers: the provisional certificate after the viva, and the degree certificate at or after convocation.
Both can be legalized. Which one to use depends on timing and on the receiving body. Universities hiring a new doctorate sometimes accept the provisional certificate for joining. Questions about mode of study
Foreign evaluators sometimes ask how a doctorate was earned. The UGC 2022 Regulations state that no higher educational institution shall conduct PhD programmes through distance or online mode. They also require the university to submit an electronic copy of the thesis to INFLIBNET, so that other institutions can access it.
MEA does not look at any of this. It checks only the signature of the verifying officer. But if an employer abroad asks about your programme, the thesis record and a letter from the university can help. Those letters can be legalized too, as separate documents.

PhD certificate apostille: step by step
- Prepare the original. It must carry an original signature and the university seal. Do not laminate it.
- Verify. In Delhi, a notary and then the SDM. On the state route, the education or HRD department of the state where your university is. If the university is on e-Sanad, the record can be verified online with a passport copy.
- MEA. The Ministry of External Affairs (CPV Division) adds the apostille, or normal attestation for embassy countries.
- Embassy, if the country needs it. The embassy in New Delhi legalizes the MEA-attested certificate.

Country rules for a doctorate
For Hague Convention countries, the apostille is the last stamp. That includes the UK, USA, Canada, Australia, Japan, South Korea, Saudi Arabia, Oman, Bahrain, Turkey and most European countries. Vietnam joined the list from 11 September 2026.
Germany is the main exception in Europe. It does not legalize Indian documents and may verify them through the German Embassy. China requires MEA attestation and Chinese Embassy legalization. The UAE, Qatar, Kuwait, Egypt, Iraq and Jordan follow the embassy route. For the UAE, UAE MOFA attests the document online after the embassy. Our UAE attestation page explains that chain.
Building the full academic file
Faculty recruiters often want to see every step of your education. A typical file has the PhD degree, the master's degree, the bachelor's degree and sometimes the school certificates. Each is a separate document, and each gets its own apostille or attestation.

Common issues with doctorate certificates
- The name on the degree differs from the passport, often because of marriage or a change in surname order after registration
- The certificate is signed by a department head instead of a university officer
- A provisional certificate is sent when the employer's list names the final degree
- The degree is laminated or framed and glued
- An apostille is obtained for a UAE job, which needs the embassy route
For a name mismatch, an affidavit or a gazette notification may be needed alongside the degree. Ask the receiving office what it accepts before you start a PhD certificate apostille.

Can the provisional PhD certificate be apostilled?
Yes. It is a university document with an officer's signature, so it can go through the same route. Check whether the receiving body accepts it.
Do I need to apostille my thesis?
Usually not. Employers and universities ask for the degree certificate. If someone asks for a university letter about your thesis, that letter can be legalized separately.
Is a PhD certificate apostille enough for the UAE?
No. The UAE is not an Apostille country. The doctorate needs MEA attestation, UAE Embassy legalization and UAE MOFA attestation.
Can it be done through e-Sanad?
Yes, if your university is connected to e-Sanad. Otherwise we use the Delhi route or the state route.
What is the cost?

My doctorate was awarded years ago. Is that a problem?
No. Older degrees can be legalized as long as the original is intact and the signature can be verified.
