GMP Certificate Apostille and Attestation for Pharma Exports
A GMP certificate apostille is one of the first documents a foreign drug regulator asks for when an Indian manufacturer files a product dossier. In India, WHO-GMP certificates and the Certificate of Pharmaceutical Product (COPP) come out of a joint process between CDSCO zonal offices and the State Licensing Authority. Plain GMP compliance certificates are issued by the State Licensing Authority that licenses the plant.

Is a GMC or Good Manufacturing Certificate the same as a GMP certificate? Yes. Exporters sometimes call it GMC or Good Manufacturing Certificate, but the regulator's term is GMP, for Good Manufacturing Practice. For a GMP certificate apostille, we need the certificate as issued by the State Licensing Authority or the WHO-GMP/COPP issued after CDSCO and state inspection, plus the destination country.
Where the GMP certificate fits in a registration dossier
Drug regulators in Africa, the Gulf, Latin America, the CIS and South East Asia register foreign medicines only after they are satisfied with the factory. The GMP certificate is their first check. They usually want it legalized, together with a COPP and a free sale certificate.
Each ministry writes its own list, and some ask for every page of the dossier to carry an apostille or embassy stamp. Read the checklist from your local agent before you start, so you legalize the right documents once.

Who issues GMP, WHO-GMP and COPP in India
GMP or WHO-GMP
Buyers and agents often use GMP loosely. A domestic GMP certificate confirms the plant follows the Indian Schedule M standard. A WHO-GMP certificate is tied to the WHO certification scheme for products in international trade and is what most export regulators expect. Clarify which one the ministry wants before you apply, because legalizing the wrong one wastes a full chamber and MEA cycle.
GMP certificate
The State Licensing Authority, usually the office of the State Drugs Controller or State FDA, issues GMP certificates to manufacturers it licenses under the Drugs and Cosmetics Act.
WHO-GMP and COPP
The WHO-GMP certificate and the COPP follow a joint inspection by CDSCO zonal or sub-zonal officers and State Licensing Authority officers. CDSCO's updated procedure lets firms that passed a joint inspection within the previous two years add products without a fresh inspection.
Online applications
A CDSCO circular moved WHO-GMP and COPP applications to ONDLS. Physical applications stopped after 15 August 2025.
Getting the certificate ready
- Use the original certificate or the printout issued through the licensing system.
- Check that the manufacturing site address and licence number match your other dossier papers.
- Confirm the certificate is within its validity.
- If the product list is an annexure, keep it attached exactly as issued.
- Prepare any covering letter on company letterhead signed by the authorised signatory.
Some embassies ask for notarisation of portal printouts before chamber authentication. Others accept them directly. We check the current practice for your destination before you courier anything.

Validity, renewals and re-legalization
GMP and WHO-GMP certificates carry a validity period, and foreign regulators check it closely. A certificate that expires while the registration file is under review may have to be replaced, renewed and legalized again.
If your renewal is due within a few months, ask your local agent whether to wait for the new certificate before legalizing. Legalizing an old certificate and then a new one doubles the chamber, MEA and embassy cost.
The same logic applies to the COPP, which is product specific. If you add products to an existing registration, you may need a fresh COPP for the new items, and that new certificate goes through legalization on its own.
Who signs which document in the pharma set
Ministries abroad often reject sets where signatures do not line up. In a typical pharma dossier:
- The GMP certificate and free sale certificate carry the State Licensing Authority officer's signature.
- The COPP is signed by the issuing licensing authority after joint inspection.
- The power of attorney and covering letters are signed by your company's authorised signatory, usually supported by a board resolution.
Company documents like the power of attorney normally need notarisation before the chamber. Government-issued certificates usually do not, but embassy practice varies.
GMP certificate apostille for Convention countries
For Hague Convention countries, the certificate is authenticated by a recognised Chamber of Commerce in Delhi and then apostilled by the MEA. This covers the UK, the USA, Canada, Australia, most of Europe, Japan, South Korea, Saudi Arabia, Oman, Bahrain, Turkey and, from 11 September 2026, Vietnam.
A GMP certificate apostille proves the authenticating officer's signature is genuine. It does not mean the foreign regulator accepts Indian GMP status. Many still run their own inspection or desk review. Germany is a special case: it does not legalize Indian documents. Read more on the MEA apostille page.
Embassy attestation for UAE, Iraq, Egypt and China
Non-Convention markets use the chain of chamber authentication, MEA attestation and embassy legalization in New Delhi.
- UAE: chamber, MEA, UAE Embassy, then UAE MOFA inside the UAE. See UAE attestation fees.
- Iraq, Egypt, Jordan, Kuwait, Qatar, Yemen, Sudan, Libya, Lebanon: chamber, MEA attestation, embassy.
- China: red-sticker notary, chamber, MEA attestation, Chinese Embassy.
Embassies set their own fees for commercial documents. Our embassy attestation page has more on that stage.
Legalizing the full pharma set
Pharma exporters usually send a batch: GMP or WHO-GMP certificate, COPP, free sale certificate, manufacturing licence, and sometimes the certificate of incorporation and a power of attorney for the local agent. Moving them together means one chamber visit and one MEA submission. Ministries in Francophone Africa and Latin America may want French or Spanish versions, which we arrange through certified translation.
What to send and what goes wrong
Plants in Gujarat, Himachal Pradesh, Telangana or anywhere else in India can courier the certificates to us. Send the certificates, the destination country, the ministry's checklist if you have it, and your deadline. Courier the set to our New Ashok Nagar office or drop it off in Delhi NCR. We return everything by Blue Dart or a similar tracked courier and quote per document in writing first.
- A certificate past its validity date.

- Apostille done for an embassy-route market like Iraq or the UAE.
- Only the first page sent when the product annexure is part of the certificate.
INFINITYGRO is not a government office and does not issue GMP certificates. Contact us once you hold yours.

GMP Certificate apostille FAQs
Who issues a GMP certificate in India?
The State Licensing Authority that licenses the manufacturing site. WHO-GMP certificates and the COPP follow a joint inspection with CDSCO zonal offices.
How do I apply for WHO-GMP or COPP now?
Through ONDLS, the Online National Drugs Licensing System. CDSCO stopped accepting physical applications after 15 August 2025.
Can a GMP certificate apostille be used in Saudi Arabia?
Yes. Saudi Arabia is an Apostille country, so chamber authentication followed by the MEA apostille is the usual route. The Saudi regulator decides on registration separately.
My buyer calls it GMC. Is that different?
GMC and Good Manufacturing Certificate are informal names for the same GMP certificate. The legalization process is identical.
Do you legalize COPP too?
Yes. COPP usually goes in the same batch as the GMP certificate and free sale certificate.
Does the foreign regulator accept my Indian GMP status once it is apostilled?
Not automatically. The apostille only proves the signature chain. Many regulators still review your site file or send their own inspectors before granting registration, so plan for that separately.
How much will it cost?
The MEA apostille fee is Rs 50 per document. Chamber and embassy fees are separate. We give a written quote per document before you send anything.
