Halal Certificate Apostille and Attestation for Exporters
A halal certificate apostille or embassy attestation is often the last paper a Gulf or South East Asian buyer needs before goods are cleared. In India, halal certificates are issued by private halal certification bodies, not by a government department. For meat exports, DGFT Notification 03/2023 links halal-certified shipments to the i-CAS Halal scheme of the Quality Council of India.

MEA attestation stamp and Apostille sticker
Will an apostille make my halal certificate acceptable in any country? No. A halal certificate apostille only confirms that a signature in the chain is genuine. Whether the importing country accepts the halal body itself is a separate question. Many Gulf and Asian authorities keep their own lists of approved foreign halal certifiers. Check your certifier against the importing country's list first, then legalize.
Start with recognition, not paperwork
Most problems with halal paperwork have nothing to do with stamps. They start because the halal body that issued the certificate is not recognised by the authority in the importing country. Legalization cannot fix that.
Several Gulf and South East Asian regulators publish lists of foreign halal certifiers they accept. Before you pay for any attestation, ask your buyer or importer which list applies and confirm your certifier appears on it for your product category. A certifier approved for meat may not be approved for cosmetics or processed food.
When the certifier is recognised, legalization becomes a routine job. When it is not, the importer may ask you to recertify with a different body.

Who certifies halal products in India
India has no single government halal authority. Certificates are issued by private halal certification bodies, each with its own audit process, logo and signatories.
Meat and meat products
DGFT Notification No. 03/2023, dated 6 April 2023, set policy conditions for meat exported as halal certified. Such meat must be produced, processed or packed in a facility certified under the i-CAS Halal scheme of the Quality Council of India, by a certification body accredited by NABCB. Where the importing country has its own halal rules, the exporter must also meet them and use bodies approved by that country. Meat exported without a halal claim continues under the existing procedure.
Other products
For food, cosmetics, pharmaceuticals and ingredients, exporters generally choose a halal body that their target market accepts. The rules here vary by country, so we do not give a blanket answer.
Preparing the halal certificate for attestation
Because a private body signs the certificate, the chamber and the MEA need a clear verifiable signature to work with. In practice:
- Use the original certificate on the certifier's letterhead, signed and stamped.
- Make sure the product list, brand names and factory address match your invoice and packing list.
- Check the certificate is within its validity date. Halal certificates are often issued per year or per consignment.
- If the certifier provides a digital certificate with a QR code, print it in colour and keep the code readable.
- Ask whether your destination embassy wants the certificate notarised before the chamber stamp.
A consignment-specific halal certificate should carry the same consignee, invoice number and quantities as your other export papers. Mismatches are a common reason for rejection.

Halal certificate apostille for Convention countries
For destinations in the Hague Apostille Convention, the certificate is authenticated by a recognised Chamber of Commerce and then apostilled by the MEA. Saudi Arabia, Oman, Bahrain, Turkey, the UK, the USA, most European countries, Japan, South Korea and, since 11 September 2026, Vietnam follow this route.
After the halal certificate apostille is attached, no embassy visit is needed. The apostille shows the MEA's verification of the authenticating officer's signature. It says nothing about the halal standard itself. Our MEA apostille guide explains the stage in detail.
UAE, Qatar, Kuwait and other embassy destinations
Many large halal markets sit outside the Apostille Convention. For these, the certificate goes through the chamber, then MEA attestation, then the embassy in New Delhi.
- UAE: after the UAE Embassy stamp, the importer completes UAE MOFA attestation in the UAE. See UAE embassy attestation charges.
- Qatar, Kuwait, Egypt, Iraq, Jordan, Lebanon, Libya, Sudan, Yemen: chamber, MEA attestation, embassy.
An apostilled halal certificate sent to one of these countries will be refused. Tell us the destination at the start so we follow the correct chain. More on the embassy stage is on our embassy attestation page.
Annual certificates and shipment certificates
Halal bodies usually issue two kinds of paper. The first is a facility or product certificate, valid for a fixed period, that says a plant or a product range meets the certifier's standard. The second is a consignment certificate, issued for one shipment, that lists the invoice, container and quantity.
Importers in different markets ask for different ones. A distributor registering a product range may want the annual certificate legalized once. A customs officer clearing a meat shipment usually wants the consignment certificate for that load.
If you ship often to the same buyer, ask whether a legalized annual certificate plus a plain consignment certificate is enough. That can reduce how often you need the full chamber, MEA and embassy chain. The answer comes from the buyer and their authority, so get it in writing.
Documents that usually travel with it
Buyers rarely ask for the halal certificate alone. Meat and food shipments often need the export health certificate and the certificate of origin legalized too. Sending them together keeps the chamber and MEA work in one batch. Where the buyer wants Arabic copies, we arrange certified translation.
What to send and what goes wrong
Send the original halal certificate, a copy of your invoice and packing list for cross-checking, and the destination country. Courier it to our New Ashok Nagar office or drop it off if you are in Delhi NCR. We return everything by Blue Dart or a similar tracked courier.
- Using a halal body the importing country does not list.
- Product or brand names that differ from the invoice.
- An expired annual certificate used for a new shipment.
- Apostille done for a UAE or Qatar shipment.
- A certificate signed by someone other than the certifier's authorised signatory.
INFINITYGRO does not issue halal certificates or judge halal compliance. We legalize certificates you already hold. Contact us for a written quote per document.

Halal Certificate apostille FAQs
Does the Indian government issue halal certificates?
No. Halal certificates in India are issued by private certification bodies. For meat exports, the i-CAS Halal scheme of the Quality Council of India applies through NABCB-accredited bodies.
Is a halal certificate apostille enough for Saudi Arabia?
Saudi Arabia accepts apostilles, so the MEA apostille covers the legalization step. Saudi authorities may separately require the halal body to be on their approved list.
Can you attest a halal certificate for Malaysia or Indonesia?
We can handle the Indian legalization steps. Recognition of the halal body depends on the Malaysian or Indonesian authority, so confirm with your importer first.
Is the halal certificate signed by a private body accepted by the chamber?
Chambers authenticate commercial documents from private bodies regularly. Some may ask for notarisation or a covering letter first. We check before sending.
Do you translate halal certificates into Arabic?
Yes. INFINITYGRO arranges certified Arabic translation, along with French, Spanish, Russian and Chinese.
Can a halal certificate be attested if the factory is outside Delhi?
Yes. Exporters in Gujarat, Uttar Pradesh, Maharashtra and other states courier the original to our Delhi office. The chamber, MEA and embassy stages all happen in New Delhi, and we return the documents by tracked courier.
What does it cost?
The MEA apostille fee is Rs 50 per document. Chamber and embassy fees are separate. We quote each document in writing before anything is sent.
