Membership Certificate Apostille for Chambers, Councils and Trade Bodies
A membership certificate apostille lets a foreign buyer or ministry rely on proof that your firm belongs to a recognised Indian trade body. The certificate is issued by the body itself: an Export Promotion Council or Commodity Board for the Registration-cum-Membership Certificate (RCMC), or a Chamber of Commerce or industry association for ordinary membership. RCMCs are now applied for on the DGFT e-RCMC platform.

Which membership certificates can be apostilled or attested? Most certificates issued by recognised Indian trade bodies can be legalized. The most common are the RCMC from an Export Promotion Council or Commodity Board and Chamber of Commerce membership certificates. A signed original or certified copy is notarised and authenticated by a Chamber, then sent for a membership certificate apostille or MEA attestation and embassy legalization.
Two very different membership certificates
The word membership covers two documents with different weight.
The RCMC is a registration-cum-membership certificate under India's Foreign Trade Policy. It is issued by Export Promotion Councils such as EEPC, PHARMEXCIL or the Powerloom Development and Export Promotion Council, and by Commodity Boards. Exporters need it to claim many trade benefits.
An ordinary Chamber or association membership certificate shows that the firm is a paid-up member of a chamber such as FICCI, a state chamber, or a sector association. It has no statutory role but carries reputation.
Foreign parties sometimes ask for either. Read their checklist carefully so you legalize the right one.

Why foreign buyers and ministries ask for it
A membership certificate tells a stranger that an Indian body has checked your firm and still recognises it. Gulf and African procurement offices use it in vendor registration. Importers use it to screen new suppliers. Some trade fair organisers and foreign chambers use it before admitting an Indian exhibitor.
Because the issuing body is Indian, the foreign party cannot verify the signature on its own. Legalization connects that signature to the MEA and, where needed, to the destination embassy.
The certificate also signals that your firm is an exporter in good order. A certificate that is still within its validity period gives the buyer a dated snapshot of your standing with that body.
Handling an e-RCMC printout
DGFT Trade Notice No. 35/2021-22 made filing of RCMC applications for issue, renewal and amendment mandatory through the e-RCMC platform from 1 April 2022. Export Promotion Councils and Commodity Boards act as Registering Authorities on that platform.
As a result, many exporters now hold their RCMC as a download, not a signed paper sheet. A printout without a wet signature is hard to notarise on its own. Two practical options are:
- Ask the council for a signed and stamped hard copy or a confirmation letter on its letterhead.
- Have a director or partner certify the printout as a true copy on company letterhead, then notarise it.
Acceptance of each option depends on the chamber and the destination. We tell you which suits your file before you send it.

Validity, renewal and timing
Membership is time-bound. An RCMC is issued for a fixed period and has to be renewed through the same e-RCMC module. Chamber and association memberships usually run year by year against an annual fee.
Plan the legalization around these dates. A foreign office looks at the certificate on the day it receives your file, not the day you sent it. If renewal is due soon, renew first and legalize the new certificate. This avoids paying twice for the same chain.
The same applies to changes. If your firm's address, name or constitution changed, have the council amend the RCMC before you begin a membership certificate apostille. An amended certificate that matches your IEC and GST records will pass more smoothly.
Membership certificate apostille: step by step
- Check validity. RCMCs and chamber memberships run for a fixed term. An expired certificate will not help you abroad.
- Notarise the signed original or certified copy.
- Chamber authentication. A recognised Chamber of Commerce authenticates the notarised document. Delhi options include FICCI, ASSOCHAM, PHD Chamber, Delhi Chamber of Commerce and Indian Chamber of Commerce. Not every chamber handles every document type.
- MEA. The MEA issues the Apostille for Hague countries. For embassy-route countries it gives normal attestation.
- Embassy, only for non-Apostille destinations.
See MEA Apostille in India for how the Apostille works.
Which countries need which route
- Apostille: UK, USA, Canada, Australia, most of Europe (not Germany), Japan, South Korea, Saudi Arabia, Oman, Bahrain, Turkey, and Vietnam from 11 September 2026.
- UAE: Chamber, MEA attestation, UAE Embassy in New Delhi, then UAE MOFA. Costs are on our UAE fees page.
- Qatar, Kuwait, Egypt, Iraq, Jordan, Lebanon, Libya, Sudan, Yemen: Chamber, MEA attestation, then the embassy.
- China: red-sticker notary, Chamber, MEA attestation, Chinese Embassy. India objected to China's Apostille accession in 2023.
- Germany: no legalization of Indian documents; verification may be requested through the German Embassy.
Papers that pair well with it
A membership certificate is usually one item in a supplier pack. Buyers often ask for it with the IEC, the GST certificate and a certificate of origin for a first shipment. Check that the firm name and address match on every paper. A mismatch between the RCMC and the IEC is a common reason for delay.

Membership Certificate apostille FAQs
Is a membership certificate apostille accepted in Saudi Arabia?
Yes. Saudi Arabia is an Apostille country. After notarisation and Chamber authentication, the MEA Apostille completes the Indian process.
Can I legalize the e-RCMC downloaded from the DGFT portal?
Usually not as a bare printout. Get a signed copy or letter from the council, or certify the printout as a true copy on letterhead before notarisation.
Does the MEA confirm that my firm is a member?
No. The MEA only verifies the signature and seal of the authenticating officer. It does not check membership records.
Can a chamber membership certificate be authenticated by a different chamber?
That depends on the chambers involved. We pick a chamber that accepts the document for authentication.
Is RCMC the same as IEC?
No. The IEC is issued by DGFT and identifies the exporter. The RCMC is issued by an Export Promotion Council or Commodity Board and records membership.
My RCMC expires next month. Should I legalize it now?
Renew first if you can. A certificate close to expiry may be refused by the receiving office once it lapses.
Do you translate certificates?
Yes. We arrange certified translation into Arabic, French, Spanish, Russian, Chinese and other languages.
