Trade Licence Apostille for Municipal and Shop Licences

A trade licence apostille lets an overseas authority accept the licence your city or state gave your business premises. In India these licences come from local bodies, such as the Municipal Corporation of Delhi, which issues health trade licences through its online portal, or from state labour departments under shop and establishment laws. INFINITYGRO prepares the copy and takes it through the chamber, MEA and embassy steps.

Quick answer

Can an Indian municipal trade licence be apostilled? Usually yes, through the commercial document route. A signed and stamped copy of the trade licence is notarised where needed and authenticated by a recognised chamber of commerce. MEA then applies the apostille. That completes a trade licence apostille for Hague countries. Gulf states such as the UAE and Qatar need MEA attestation and embassy legalization instead.

One name, many different issuers

There is no single national trade licence in India. What a foreign party calls a trade licence may be any of these:

  • A municipal trade licence for trading, manufacturing, storage or food businesses, issued by the city corporation.
  • A shop and establishment registration certificate, issued under the state's shops law, usually by the labour department.
  • A factory or storage licence from a state authority.

In Delhi, for example, the Municipal Corporation of Delhi issues the Health Trade Licence for trading, manufacturing, storage, restaurant and food supply activities through its HTL portal. Other cities and states use their own portals and formats. Before legalization, we look at your actual licence to decide how it should be prepared.

Why foreign parties want it legalized

A trade licence shows that your premises and business activity are licensed by a local authority in India. Overseas, it supports several kinds of applications.

  • Opening a branch, free zone company or representative office abroad.
  • Registering as a foreign supplier with a Gulf municipality or ministry.
  • Distributor and franchise agreements that require proof of a licensed outlet.
  • Food import registrations, where the licence shows the facility type.

It is commonly legalized alongside the certificate of registration of the firm and the GST certificate.

Check validity and renewal first

Unlike GST or IEC registrations, many trade licences carry a validity period and need renewal. The renewal cycle depends on the issuing body. A licence that has expired, or will expire soon, is a poor candidate for legalization.

Look at the validity date printed on the licence. If renewal is due, renew first and legalize the new licence. Foreign authorities often reject a document whose validity ended before they reviewed it, even if it was valid when attested.

If your licence is in Hindi or another regional language, plan for certified translation as part of the job.

Preparing the licence copy

Most trade licences are now downloaded and printed from a municipal or state portal. Whether yours is a printed e-licence or an older paper licence, the attestation is usually done on a copy, so the original stays with you for inspections.

  1. Make a clear copy of the licence, all pages included.
  2. The licence holder or authorised signatory signs and stamps it.
  3. A notary attests it where the chamber or destination needs that.

If the licence is issued to a proprietor in a personal name, the proprietor signs. For a company or LLP, a director or designated partner signs. We confirm the preparation for your chamber and destination in writing before you courier anything.

Trade licence apostille through chamber and MEA

For countries in the Hague Apostille Convention, the trade licence apostille follows these steps.

  1. Notarisation where required.
  2. Authentication by a recognised Chamber of Commerce such as FICCI, ASSOCHAM, PHD Chamber or the Delhi Chamber of Commerce. Not all chambers accept every document type, so we route it to one that does.
  3. MEA Apostille by the CPV Division through its authorised outsourced centre.

MEA verifies only the authenticating officer's signature, not the licence content. The fee is Rs 50 per document. India has been a member since 14 July 2005, and Vietnam joins from 11 September 2026. Read our MEA apostille page for the ministry stage.

Embassy legalization for non-Apostille countries

Many branch and free zone set-ups happen in the Gulf, where the embassy route applies.

UAE: chamber, MEA attestation, UAE Embassy in New Delhi, then UAE MOFA attestation in the UAE. Fees are explained on our UAE attestation fees page.

Qatar, Kuwait, Egypt, Iraq, Jordan, Lebanon, Libya, Sudan and Yemen: chamber, MEA attestation, then the embassy.

China: red-sticker notary, chamber, MEA attestation and the Chinese Embassy. No apostille, because India objected to China's accession.

Germany: no legalization; German authorities may verify through the German Embassy.

Matching the licence to the rest of your file

A trade licence is rarely legalized alone. The foreign office reviewing it will usually also see your registration certificate, GST certificate and perhaps an IEC. Reviewers compare names and addresses across all of them.

Municipal licences are sometimes issued in the owner's personal name or a shop name, while GST and IEC show the legal entity. If yours differ, tell us early. A short covering letter on letterhead can explain the link, or the receiving party may ask for a licence in the entity's name. Sorting this out before attestation is far easier than after.

Mistakes we see with trade licences

  • Legalizing an expired licence or one close to expiry.
  • Sending only the first page when the licence has conditions or annexures.
  • Business name on the licence differs from the GST or company name.
  • A regional-language licence sent abroad without translation.
  • Apostille taken for a UAE free zone, which needs embassy legalization.

We arrange certified translation from Hindi, Gujarati and other languages into English, Arabic or French.
