Packing List Apostille and Embassy Attestation from India

A packing list apostille gives an overseas authority confidence that the carton count, weights and marks on your packing list come from a real Indian exporter. The exporting company prepares and signs the list itself; Foreign Trade Policy 2023 names the "Commercial Invoice cum Packing List" among mandatory export documents. INFINITYGRO handles the chamber, MEA and embassy steps for exporters across India.

Quick answer

Can a packing list be apostilled or attested in India? Yes. The exporter signs and stamps the packing list on letterhead, and a recognised Chamber of Commerce authenticates it, with notarisation first where needed. MEA then issues a packing list apostille for Hague countries or normal attestation for embassy countries such as the UAE, Qatar and Kuwait. The embassy in New Delhi legalizes it last on that route.

What the packing list proves that the invoice does not

The invoice talks about money. The packing list talks about the physical cargo: how many packages, what is inside each one, net and gross weight, dimensions and shipping marks. Customs officers at the destination use it to plan an examination. Warehouses use it to receive goods.

Because it describes physical facts, buyers in some markets want it legalized together with the invoice. A rice or meat consignment headed to the Gulf is a common example. The buyer's customs broker may need a legalized set to register the import.

Combined invoice cum packing list or a separate sheet

Indian trade policy lists the "Commercial Invoice cum Packing List" as one mandatory export document, and many exporters print both on one form. Others keep them as two papers. Either works for legalization.

If yours is combined, one legalization covers both. If they are separate, each one is legalized separately and each counts as its own document for fees. Ask your buyer which version their customs accepts before you prepare originals. The commercial invoice page covers the invoice side.

Matching numbers across the shipment set

Chambers and embassies often look at the packing list next to the invoice and the certificate of origin. A mismatch is the main reason sets come back. Before you sign, check:

  • Invoice number and date printed on the packing list.
  • Exporter, buyer and consignee names written the same way on every paper.
  • Total packages and gross weight equal to what the bill of lading will show.
  • Goods described in the same words, with the same HS code if you quote one.
  • Container and seal numbers, if known, correct.

Signing and printing the original

Print on letterhead. The authorised signatory signs in ink and stamps each page. If the list runs to several pages, number them and sign every page so nothing can be swapped later.

Software-generated lists are fine once printed and signed by hand. Avoid corrections fluid or overwriting. A clean reprint costs less time than a rejection at the chamber. Do not laminate the paper.

Packing list apostille countries and embassy countries

For a Hague Convention country, the chain ends at MEA with an Apostille. India joined on 14 July 2005, and 130 countries are now parties. Saudi Arabia, Oman and Bahrain are Apostille countries, so Gulf exporters should not assume every Gulf buyer needs an embassy.

The UAE, Qatar, Kuwait, Egypt, Iraq, Jordan, Lebanon, Libya, Sudan and Yemen still need MEA attestation followed by their embassy in New Delhi. For the UAE, the buyer then gets the final UAE MOFA stamp in the UAE. Details on embassy charges are on our UAE attestation fees page.

China requires a notary, chamber, MEA attestation and the Chinese Embassy. Germany does not legalize Indian documents at all.

How the chamber and MEA steps work

MEA does not accept papers from individuals at a counter. Since July 2012 it takes documents only through authorised outsourced centres, and it checks the signature of an authenticating officer, not the cargo details. For a company paper like a packing list, that authenticating signature usually comes from a recognised Chamber of Commerce.

In Delhi we use chambers such as FICCI, ASSOCHAM, PHD Chamber, the Delhi Chamber of Commerce and the Indian Chamber of Commerce. Each has its own rules on which document types it will stamp and whether it wants a notarised copy or a membership. We choose one that accepts packing lists for your destination. Some embassies also ask for notarisation before the chamber, and we tell you in advance if your country does.

When a bank or tender asks for it

Letters of credit sometimes list a legalized packing list among the documents the bank must receive. The clause may say "legalized by the consulate" or name a specific chamber. Send us the exact clause so the stamps match what the bank will check. Bank examiners compare papers closely, and a missing stamp can delay payment.

Government buyers abroad sometimes ask for a sample packing list as part of a supply tender or product registration. In that case the list may not relate to a live shipment. It still needs your letterhead, signature and stamp. A product list is often requested in the same file.

Your courier checklist

  1. Signed, stamped packing list originals, one per destination.
  2. The matching commercial invoice, signed the same way.
  3. A short letter on letterhead stating the destination country.
  4. Any special instruction from the buyer or the letter of credit.

Delhi NCR exporters can drop papers at our New Ashok Nagar office. Everyone else couriers in, and we return by Blue Dart or another tracked courier. Write to us through the contact page for a written quote first.

Why packing lists get rejected

  • Weights or package counts that differ from the invoice.
  • No invoice reference on the list.
  • An unsigned printout or a scanned signature.
  • Signature by a logistics executive who is not an authorised signatory.
  • Papers apostilled for a UAE buyer, who needed the embassy route.

If the buyer also wants Arabic or Spanish wording, we can arrange certified translation before legalization.

Questions

Packing List apostille FAQs

Is a packing list apostille accepted in the UAE?

No. The UAE is not on the Apostille route for Indian papers. It needs chamber, MEA attestation, the UAE Embassy in New Delhi and then UAE MOFA.

Does MEA verify the weights?

MEA verifies only the signature of the authenticating officer. The figures remain the exporter's responsibility.

Can my freight forwarder sign the packing list?

The overseas party expects the exporter's signature. A forwarder is not usually the right signatory. Use your own authorised signatory.

I have one combined invoice and packing list. Is that one document?

Yes, for legalization it is one paper. Separate sheets count as two.

How much does it cost?

MEA charges Rs 50 for an Apostille and nothing for normal attestation. Chamber and embassy fees are extra and vary. We send a written per-document quote before you courier anything.

Which is faster, a packing list apostille or embassy attestation?

The Apostille route has fewer steps because it ends at MEA. The embassy route adds the embassy and, for the UAE, MOFA in the UAE. We do not promise fixed timelines, since chambers and embassies set their own processing pace. We tell you the current position when we quote.

Can you legalize a packing list for a shipment already sailed?

Yes, if the buyer still needs it. The packing list must still carry an original signature and match the other papers. Timing is the buyer's concern, so confirm they can still use it.
