Export Health Certificate Apostille and Attestation

An export health certificate apostille or embassy attestation is asked for when a buyer, bank or ministry abroad wants extra proof that a food shipment's health certificate is genuine. For notified food products in India, the certificate is issued by the Export Inspection Agencies working under the Export Inspection Council (EIC), set up under the Export (Quality Control and Inspection) Act, 1963. This page covers food export health certificates only.

Quick answer

Is this the same as a medical fitness certificate for a person? No. This page covers the export health certificate for food consignments such as fish, meat, dairy and eggs. A personal medical or fitness certificate is a different document with a different route. For a health certificate apostille on a personal medical document, see our medical certificate page instead.

Which health certificate this page covers

The words "health certificate" are used for very different documents. Before anything else, check which one you hold.

  • Export health certificate for food: issued for a consignment of fish, seafood, dairy, egg products, honey, poultry or meat. This page is about this document.
  • Veterinary or sanitary certificate: for live animals and some animal products, often involving Animal Quarantine and Certification Services under the Department of Animal Husbandry and Dairying.
  • Personal medical certificate: a doctor's fitness or medical report for an individual. It follows a separate route, covered on our medical certificate apostille page.

How EIC and the Export Inspection Agencies issue it

The Export Inspection Council was set up under the Export (Quality Control and Inspection) Act, 1963. Its Export Inspection Agencies, headquartered at Mumbai, Kolkata, Kochi, Chennai and Delhi with sub-offices across the country, issue health certificates for notified food products. EIC can also certify some non-notified foods under a voluntary scheme when an importing country requires it.

Notified commodities include fish and fishery products, bivalve molluscs, milk and milk products, egg and egg products, honey, poultry meat, raw and processed meat, animal casings, gelatine and others.

For fishery exports to the EU, EIC's own instructions say only EIA officials may sign the certificate, that it must be issued before shipment, and that it cannot be dated later than the bill of lading.

Why a buyer asks for legalization

For many destinations the importing authority accepts the EIA certificate directly through its own agreement with EIC. Legalization is then unnecessary.

It becomes necessary when a letter of credit, tender or importer insists on legalized documents, or when a ministry in the Gulf or elsewhere wants consular stamps on the shipping set. Some importers also need a legalized copy to register an Indian supplier for the first time. Ask exactly which document must be legalized and whether the original or a certified copy is wanted, because EIA certificates are numbered originals and copies may be refused at the border.

Live animals and the role of AQCS

Not every animal-related export goes through EIC. Animal Quarantine and Certification Services, under the Department of Animal Husbandry and Dairying, works at major ports and airports and states that it provides internationally accepted certification to support exports. Live animals, pets and some animal products may need a veterinary or sanitary certificate from this service or from a state veterinary official, depending on the importing country.

We legalize these certificates too, using the same chamber and MEA chain. Tell us which office issued yours, because the signatory affects how the chamber treats the document. If you are unsure which authority your buyer expects, ask the importer to share the import permit conditions from their side.

Meat and seafood exporters outside Delhi

Many of our food exporters are in Gujarat, Maharashtra, Kerala, Andhra Pradesh and Uttar Pradesh. Your EIA office issues the certificate locally, and the original is couriered to us in Delhi for the chamber, MEA and embassy stages, all of which are in New Delhi.

Because health certificates are tied to a single shipment, timing matters. Send the certificate as soon as it is issued, along with the invoice and bill of lading copies so we can cross-check details before submission.

Preparing the certificate

  • Work with the numbered original or the officially issued copy, not a photocopy.
  • Check that consignee, invoice number, container and quantities match your invoice and bill of lading.
  • Confirm the issue date is not later than the bill of lading date.
  • Keep annexes such as test reports attached exactly as issued.
  • Do not laminate, staple through, or write on the certificate.

If the original must travel with the cargo for customs, ask the buyer whether a certified copy can be legalized instead. That decision belongs to the buyer's authority, so get it in writing.

For EU fishery certificates, EIC instructions call for the officer's signature in green or red ink, not black. If yours looks different, check with the issuing EIA office before sending it to us.

Health certificate apostille for Convention countries

For Apostille countries, the certificate is authenticated by a recognised Chamber of Commerce and then apostilled by the MEA. This covers the UK, the USA, Canada, Australia, most of Europe except Germany, Japan, South Korea, Saudi Arabia, Oman, Bahrain, Turkey and, from 11 September 2026, Vietnam.

The health certificate apostille verifies a signature. It does not repeat any food safety test. Our MEA apostille page explains the step further.

Embassy route for the Gulf, China and others

For non-Convention countries, the chain is chamber authentication, MEA attestation, then embassy legalization in New Delhi.

  • UAE: chamber, MEA, UAE Embassy, then UAE MOFA in the UAE. See UAE attestation charges.
  • Qatar, Kuwait, Egypt, Iraq, Jordan and others: chamber, MEA attestation, embassy.
  • China: red-sticker notary, chamber, MEA attestation, Chinese Embassy.

Meat exporters often send the health certificate together with the halal certificate and certificate of origin, so all three move through the chamber and MEA together.

What to send and common errors

Send the certificate, copies of the invoice and bill of lading, the destination and the deadline. Courier it to our New Ashok Nagar office, or drop it off if you are in Delhi NCR. We return everything by Blue Dart or a similar tracked courier and quote per document in writing first.

Frequent errors include mismatched quantities, a certificate dated after shipment, apostille done for a UAE buyer, and a personal medical certificate sent in place of the export certificate.

INFINITYGRO is a private agency. We do not inspect food or issue health certificates. Contact us once the EIA has issued yours.

Questions

Health Certificate apostille FAQs

Who issues the export health certificate for seafood in India?

Export Inspection Agency officials under the Export Inspection Council issue it for notified fish and fishery products, after checking the approved establishment and test results.

Can a health certificate be issued after the ship leaves?

For EU fishery exports, EIC instructions say no. The certificate must be issued before shipment and cannot be dated after the bill of lading.

Do you handle personal medical certificates?

Yes, but that is a separate service with its own route. See our medical certificate apostille page.

Is a health certificate apostille needed for EU customs?

Usually not. EU authorities accept certificates signed by EIA officials under their arrangement with EIC. Legalization is generally requested only by banks, tenders or individual buyers.

Which embassy route applies to Kuwait?

Kuwait is outside the Apostille Convention, so the route is chamber authentication, MEA attestation and then the Kuwait Embassy in New Delhi.

What does legalization cost?

The MEA charges Rs 50 per apostille. Chamber and embassy fees are added, and courier is extra. We quote in writing before you send anything.

Is the honey or egg health certificate handled the same way?

Yes. Honey and egg products are notified commodities under EIC. Their certificates go through the same chamber, MEA and embassy chain.
