Do Bihar degrees need verification in Patna before the apostille? Not always. For most purposes, a degree certificate apostille in Bihar can go through the Delhi route: notary, SDM Delhi, then the MEA. That usually takes 2 to 3 working days. Patna verification through the HRD Department's Deputy Director (Higher Education) is only needed when the foreign university, employer or licensing body asks for state verification.

Choosing a route for a degree certificate apostille in Bihar
Delhi route
Your original degree is notarised, countersigned by the SDM in Delhi and then apostilled by the MEA. This route works for degrees from any Indian state in most cases.
Patna route
The HRD Department's Deputy Director (Higher Education) or the Home Department (Special) in Patna authenticates the degree first. A university abroad may insist on this. Ask them to state it in writing so you do not take the longer path by mistake.
e-Sanad
When a university is connected to the MEA's e-Sanad system, the check is done online with your passport number. Many Bihar universities are not on it, so we confirm before suggesting it.
Delayed sessions and provisional certificates
Some Bihar universities issue the final degree long after results are out. Students often hold only a provisional certificate when an offer letter arrives. A provisional certificate is a different document from the final degree, and many foreign universities and employers do not accept it.
If you have only the provisional, ask your university's examination department when the final degree will be ready. Some graduates can apostille the provisional for an early admission step and the final degree later. Check with the receiving body first.
Mark sheets need their own stickers
One apostille covers one document. Part I, Part II and Part III mark sheets from a three-year degree are three separate papers. The degree certificate is a fourth. A transcript from the university is another.
Find out which papers the receiving body actually wants. Many want only the degree and a consolidated transcript. That keeps cost and courier weight down.

The MEA will not apostille a photocopy. A notarised or self-attested copy is still a copy.
From Patna and the districts to our Delhi desk
Clients in Patna and across Bihar courier their originals to our office at New Ashok Nagar, Delhi. Pack them flat between two pieces of card, and put them in a waterproof cover.

When a foreign body asks for Bihar state verification
Some overseas universities, medical councils and teacher registration bodies write that the degree must be verified by the state government. If you see wording like that, the Patna route is the safer choice for your degree certificate apostille in Bihar.
On this route the HRD Department's Deputy Director (Higher Education) checks the degree. The Home Department (Special) in Patna is also on the MEA's list of authorities. After the state signature, the MEA adds its Apostille in Delhi.
This route takes longer than the Delhi route, and we cannot promise a date for state offices. We will explain the likely steps before you decide. If the receiving body has not asked for state verification, the Delhi route is usually enough.
Medical, nursing and professional degrees from AKU
Aryabhatta Knowledge University in Patna affiliates many medical, dental, nursing, pharmacy and management colleges in Bihar. Graduates of these colleges often go abroad for licensing exams or jobs.
For these degrees, the receiving regulator often asks for the degree, every year's mark sheet, an internship certificate and sometimes a syllabus copy. Each of these is a separate document. An internship certificate issued by a college, not the university, may need a different approach. Send us the list the regulator gave you and we will plan the file around it.
Registration certificates from the Bihar medical or nursing councils are separate from the AKU degree. They are issued by a different body and are treated as separate papers.
Check the destination before you start
The Apostille works in Hague Convention countries, such as the UK, the USA, Canada and Australia. Saudi Arabia, Oman and Bahrain accept it as well.

No. The MEA checks the signature of the officer who authenticated the degree. The content of the degree is the issuing university's responsibility.
My degree has Hindi text. Is a translation needed?

Can my brother in Delhi drop off my Patna University degree?
Yes. Anyone you authorise can drop off and collect at our New Ashok Nagar office. Give them your passport copy and a signed authority letter.
