Which body issues polytechnic diplomas in Bihar? The State Board of Technical Education, Bihar, which works under the state's science and technical education department, conducts exams and issues certificates for three-year polytechnic diplomas. For a diploma certificate apostille in Bihar, that board is the issuer behind your paper. The file then goes by the Delhi route or through the Patna state office to the MEA.
SBTE Bihar and your polytechnic diploma
SBTE Bihar was set up on 31 May 1955. It is the governing body for polytechnic institutes in the state. It conducts the semester examinations for the three-year diploma and issues the certificates.
So when someone abroad asks who stands behind your diploma, the answer is SBTE, not your polytechnic. This matters because verification questions always go back to the issuing board.
Diploma holders from Government Polytechnic Patna, Gaya, Darbhanga, Muzaffarpur and many other institutes all hold SBTE certificates.
Some private polytechnics in Bihar also run courses under SBTE. Their diplomas carry the same board name and follow the same process. If a paper carries only an institute's name and no board, tell us before sending, because that changes who can verify it.

ANM, GNM and ITI holders
Nursing. The Bihar Nurses Registration Council holds GNM and ANM examinations and registers nurses. A nurse moving abroad usually needs the diploma and the registration certificate. Overseas regulators may also ask for mark sheets from each year.
ITI. Industrial Training Institute certificates are issued under NCVT at national level or SCVT at state level. Many Bihar electricians, fitters and welders work in the Gulf with these certificates. Recruiting agents sometimes ask for the ITI mark sheet as well as the trade certificate. Each is apostilled or attested on its own.
Steps in a diploma certificate apostille in Bihar

- For the Delhi route, a notary attests it and the SDM in Delhi countersigns.
- If state verification is required, the file goes to the HRD Department or Home Department (Special) in Patna instead.

When the Patna state route makes sense for a diploma
Most diploma holders never need the state route. It becomes relevant when a foreign employer or licensing authority writes that the diploma must be verified by the state government. Engineering councils and some nursing regulators abroad occasionally ask for this.
On the state route, the HRD Department or the Home Department (Special) in Patna signs before the MEA. The state office may check the diploma with the issuing board. That takes longer than the Delhi route, and we cannot fix a date for a state office. We will tell you what to expect before you choose.
Planning the cost of a diploma certificate apostille in Bihar
Each paper is charged separately. A polytechnic file has the diploma plus up to six semester mark sheets. A GNM file can have the diploma, three yearly mark sheets and the BNRC registration. If you apostille every paper, the total adds up quickly.

Working in the Gulf with a Bihar diploma

Before you post the originals
- Send the original diploma, never a photocopy
- Do not laminate it, because the stamp goes on the back
- Include the semester mark sheets the employer has asked for
- Add a clear passport copy
- Check that your name matches your passport, or tell us so we can prepare an affidavit

No. The MEA looks only at the signature of the officer who authenticated the diploma. Marks and course details are the board's matter.
