Can an Andhra University degree be apostilled through Delhi? Yes. A degree certificate apostille in Andhra Pradesh can go through the Delhi route, which is a notary, the SDM in Delhi and then the MEA. That route is accepted for most degrees. If a foreign body asks for state verification, the AP General Administration Department signs before the MEA instead.

Degrees from deemed universities and private universities in the state follow the same routes. Engineering degrees from colleges once tied to JNTU Hyderabad can be confusing, because affiliations changed after 2008, when JNTU Kakinada and JNTU Anantapur were set up. The name printed on your degree tells us which university to approach.

Degrees awarded before the 2014 state split
Andhra Pradesh was split in June 2014, and Telangana became a separate state. Many graduates hold degrees issued before that date, sometimes printed with Hyderabad addresses.
For the Delhi route this makes no difference. The notary and SDM verify the document as it stands. For the state route, the question is which state's university issued the degree. A degree from Osmania or JNTU Hyderabad belongs to Telangana now. A degree from Andhra University or SV University stays with Andhra Pradesh.

Degree certificate apostille in Andhra Pradesh through GAD
The MEA list names the Special Secretary (Protocol) and the Joint Secretary (Law and Order) of the General Administration Department as Andhra Pradesh's signing officers. The original list gives Hyderabad as their location. The MEA's updated list also shows an office at the Amaravati Secretariat.
The department checks the degree with the university before signing. Use this route only when a university, employer or regulator abroad wants state verification. It takes longer than the Delhi route.
The MEA checks only the signature of the officer who signed before it. It does not check your marks or course.
e-Sanad and online verification
The MEA's e-Sanad portal lets connected universities verify degrees online, after which the apostille is issued. You need your passport for this, because the passport number is recorded with the application.
Not every university in Andhra Pradesh is connected. When yours is not, the Delhi route or the GAD route applies. We check e-Sanad availability at the start, so you do not post papers you may not need to send.
Even when a university is on e-Sanad, the online route does not suit everyone. It depends on the university processing your request, and some clients prefer to keep their original degree moving through a route they can track. We explain the choice and let you decide.
Marks memos, CMMs and provisional certificates
Andhra Pradesh universities usually call their mark sheets marks memos. Many also issue a consolidated marks memo (CMM) at the end of the course. Every memo is a separate document, and each needs its own apostille.
The provisional certificate, issued before convocation, is not the final degree. Some foreign universities accept it for admission. Many employers and regulators do not. If your original degree has been issued, apostille that.
Transcripts are requested from the university separately. Ask the receiving body whether it needs them.
