Which office in Jharkhand handles degree verification for apostille? For the state route, the HRD Department in Ranchi handles it through its Director, Deputy Secretary or Under Secretary, with the Home Department also on the MEA list. Most people skip this and take the Delhi route instead: notary, SDM Delhi, then MEA. A degree certificate apostille in Jharkhand by that route usually takes 2 to 3 working days.
Who issued your Jharkhand degree?
Jharkhand's degrees come from several kinds of institutions:
- State universities: Ranchi University and Dr. Shyama Prasad Mukherjee University in Ranchi, Kolhan University in Chaibasa, Vinoba Bhave University in Hazaribagh, Sido Kanhu Murmu University in Dumka, Nilamber-Pitamber University in Medininagar and Binod Bihari Mahto Koylanchal University in Dhanbad.
- Technical: Jharkhand University of Technology (JUT), set up under a 2011 state Act, covers engineering colleges across the state.
- Central and national: Central University of Jharkhand, IIT (ISM) Dhanbad and NIT Jamshedpur.
- Deemed and private: BIT Mesra and several private universities.

Degrees from before the state was formed
Jharkhand became a separate state in November 2000. Graduates from that period or earlier may hold a degree from a university that was then in Bihar. The university name and signatures on the certificate decide the process, not the state you live in now.
The same applies to colleges that moved from one university to another after new universities were created inside Jharkhand. For example, a college now under Kolhan University or Binod Bihari Mahto Koylanchal University may once have been under a different university. Your degree will carry the name of the university that awarded it at the time you passed.

Ways to complete a degree certificate apostille in Jharkhand
The Delhi route is the common choice. A notary, then the SDM in Delhi, then the MEA. Delhi SDMs countersign Jharkhand degrees routinely, so this path suits most graduates.
The Ranchi route goes through the HRD Department before the MEA. Choose it only when a foreign university, employer or licensing body asks for state verification.
e-Sanad is an online option for institutions connected to the MEA system. It needs your passport number. Not every Jharkhand university is on it.

Ranchi and Jamshedpur clients
Ranchi: Graduates of Ranchi University, JUT colleges and BIT Mesra post their degrees to us. The HRD Department is also in Ranchi, which helps if state verification is needed.
If you live in Ranchi but have relatives in Delhi NCR, they can drop off and collect your papers at our office with your signed authority letter.
Jamshedpur: Many Kolhan University and NIT Jamshedpur graduates work in the steel and engineering sector and move abroad for jobs. They courier their degrees to our Delhi office.
Finished papers go back by Blue Dart or a similar tracked courier. Courier is charged separately. We have no home pickup.
Provisional certificate, final degree and mark sheets
A provisional certificate is issued soon after results. The final degree comes later, often at convocation. These are different documents. Most foreign bodies want the final degree.
Every mark sheet is apostilled on its own. So is any transcript. If you studied a four-year B.Tech under JUT, that can mean eight semester mark sheets plus the degree. Ask the receiving body which ones they need.

Do not laminate the degree. The MEA cannot stamp the back of a laminated paper, and it does not accept photocopies.
IIT (ISM), NIT and BIT Mesra degrees
IIT (ISM) Dhanbad and NIT Jamshedpur are institutes of national importance and award their own degrees. BIT Mesra is a deemed university near Ranchi. These degrees do not pass through JUT or a state university.
That does not change the apostille path. The Delhi route works for them as well. Some of these institutes may be connected to e-Sanad. If yours is, the verification can happen online, and we will need a clear passport copy for the application. We check the e-Sanad list for your institute before we suggest it.
Cost and time for a degree certificate apostille in Jharkhand
Our all-inclusive charge on the Delhi route is Rs 1,000 to Rs 1,500 per document. It covers the notary, the SDM, the MEA's Rs 50 fee and our service. Courier is billed separately.
The Delhi route usually takes 2 to 3 working days from the day your originals reach our office. The Ranchi route takes longer, because the HRD Department works on its own schedule. If you have a fixed visa date, tell us at the start so we can choose the route that fits.
Where a Jharkhand degree with apostille is accepted
Hague Convention members, including the UK, the USA, Canada, Australia and most of Europe, accept the stamp. Jharkhand engineers working in Saudi Arabia, Oman or Bahrain can use it too.
The UAE, Qatar, Kuwait and Egypt need MEA attestation plus embassy legalization through our embassy attestation service. Germany and China do not accept the Indian Apostille.

Can I hand my degree to the MEA myself?
No. Since July 2012 the MEA takes documents only through its authorised outsourced centres. We submit on your behalf.
My Ranchi University degree has some Hindi. Will that be a problem?
Some receiving offices ask for a certified translation. We arrange translation services when needed.
My university is in the coal belt and issued the degree late. Can I use the provisional?
Some bodies accept a provisional certificate for admission, but most want the final degree for jobs and licences. Ask the receiving body. If they need the final degree, request it from your university's examination section first.
Is the process the same for my polytechnic diploma?
