For a degree certificate apostille in Puducherry, the degree can be notarised and verified by the SDM in Delhi, or verified by the Chief Secretariat, Puducherry (Home or Administrative Reforms Wing). The apostille is added by the MEA after that. Most degrees here are from Pondicherry University, a central university, and each mark sheet needs its own stamp.
Pondicherry University and the colleges it covers
Pondicherry University is a central university with its main campus at Kalapet. The territory's Directorate of Higher and Technical Education looks after college infrastructure and admissions. The academic side of colleges, including exams and degrees, falls under the university.
That means most arts, science, commerce and professional degrees earned in Puducherry carry the university's name. Its jurisdiction also reaches colleges in Lakshadweep.
Graduates of deemed universities and medical institutions in the territory hold degrees from those bodies. The route to the apostille is the same. Only the verifying institution differs.

Degrees from Karaikal, Mahe and Yanam
Puducherry's regions are far apart. Karaikal sits on the Tamil Nadu coast, Mahe is surrounded by Kerala, and Yanam is surrounded by Andhra Pradesh. Students in these areas sometimes assume their degree belongs to the neighbouring state.
It does not. A college in Mahe or Yanam under Pondicherry University issues a Pondicherry University degree. For state verification, the Puducherry Chief Secretariat is the office, not the authority in Kerala or Andhra Pradesh.
Some Mahe students do study at Kerala colleges, though. In that case the Kerala university and the Kerala route apply.
Degree certificate apostille in Puducherry via the Chief Secretariat
The MEA list of authorities names three officers at the Chief Secretariat in Puducherry: the Joint Secretary (Home), the Joint Secretary (Administrative Reforms Wing) and the Under Secretary (DP&AR). The territory's Resident Commissioner in New Delhi is also listed.
The officer checks the degree with the university before signing. Use this only when a foreign university, employer or regulator asks for verification by the state or territory. For everyone else, the Delhi route is simpler.
The MEA confirms the signature of the officer before it. It does not judge the content of the degree.
Choosing between the Delhi route and e-Sanad
Delhi route. Notary, then SDM in Delhi, then the MEA. Accepted for most educational documents from any state or territory.
e-Sanad. If the issuing university is connected, it verifies online and the apostille follows. Keep your passport ready, because its number is entered.

Mark statements, transcripts and provisional certificates
Each semester mark statement is a separate document, and so is the consolidated statement if you have one. Each needs its own apostille and MEA fee.
A provisional certificate is issued before convocation. It is not the final degree, and many foreign employers want the final one. Apostille the final degree when you have it.
Transcripts are a separate request to the university. Ask the receiving body whether it needs apostilled copies or sealed transcripts sent directly.
Medical, engineering and technology degrees
Puducherry has a strong cluster of medical and engineering institutions. Medical graduates may hold degrees from Pondicherry University or from a deemed university in the territory. A foreign medical council will usually ask for the apostilled degree and a separate verification sent directly by the institution. Start both requests early.
Engineering graduates should look closely at the name printed on the degree. Some technical institutions in the territory have changed status over the years, so older and newer degrees may carry different issuing names. The body named on your certificate is the one that would confirm it, and it decides which records the verifying officer checks.
Postgraduate and PhD degrees follow the same routes. Each certificate is still a separate document for the MEA.
