My marriage certificate was issued by our village Mukhia. Will the MEA accept it for apostille? It can be accepted once a recognised officer authenticates it. For a marriage certificate apostille in Bihar, we usually take the original through a Delhi notary and the SDM (Delhi), and then to the MEA. That route usually takes 2 to 3 working days. If the receiving country wants state verification, it goes to the Home (Special) department in Patna first.
Check the signature on your Bihar certificate
Bihar spreads marriage registration across local bodies. The 2006 Rules name the Mukhia as the Marriage Registrar in villages and the ward councillor in towns and cities. Above them, a Sub-Registrar under the Registration Act acts as Deputy Registrar General, and the District Collector is the Registrar General. The Inspector General of Registration supervises the system.
So two couples from the same district can hold very different looking certificates. One may be a printed Form C from the panchayat. Another may be a Special Marriage Act certificate from the Sub-Registrar. Both can be apostilled, but the officer's name, seal and date must be clear.

Marriage certificate apostille in Bihar, step by step
The Ministry of External Affairs (MEA), CPV Division, issues apostilles in India. It confirms the signature of the officer who authenticated the document. It does not check what the certificate says.
- Courier the original certificate and passport copies to our Delhi office.
- A Delhi notary attests the certificate.
- The SDM (Delhi) verifies the notary signature.
- We submit it through an MEA-authorised centre, since the MEA has not taken papers from individuals since July 2012.
- The apostilled document returns to you by Blue Dart or another tracked courier.
The Patna Home (Special) option
A few receiving offices want the state government to vouch for the certificate. For Bihar, the authority on the MEA list is the Joint Secretary or Deputy Secretary, Home (Special), in Patna. Once this office signs, the MEA can apostille the certificate.
How long this takes depends on the department. Most spouse and dependant visa files are accepted with the Delhi route, so ask the embassy or your adviser abroad before you choose the longer path.
Certificates registered in Patna and other districts
Couples in Patna usually register with their ward councillor or at the Sub-Registrar office in the city. A certificate from Patna follows the same apostille route as one from a panchayat in any other district. You do not need to travel. Courier the original to our New Ashok Nagar office in Delhi and we handle the rest. We do not run a pickup service in Bihar.
What it costs
The MEA charges Rs 50 per document. Our all-inclusive Delhi route price, covering notary, SDM, MEA and our service, is Rs 1,000 to Rs 1,500 per document. Courier charges are extra. For the state route, we confirm the cost once we know the department's requirements.
Problems we see with Bihar certificates
The most common issue is a missing or unclear seal. Panchayat certificates are sometimes signed but not stamped, or the stamp is faint. Ask the Mukhia's office to add a clear seal before you send it.
The second issue is the date. Some certificates show only the registration date and not the date of marriage. Foreign offices may ask for both, so check the form before applying for a visa.
The third is names. Village records may use a nickname or a short form of a name that differs from the passport. A name affidavit, made before a notary, usually solves this. We can prepare it in Delhi if you send the details.
Hindi text, spellings and translation
Most Bihar certificates are written in Hindi. A spouse visa officer in Canada, the UK or Australia may accept Hindi with a translation, but many European offices ask for a certified one. We arrange translation in all major languages.
- Names should match both passports letter for letter.
- If they differ, add a name affidavit.
- Do not laminate the certificate. The apostille goes on the back.
- Send the original. Photocopies are not apostilled.
Gulf and other non-Hague destinations
Many families in Bihar have a spouse working in the Gulf. Saudi Arabia, Oman and Bahrain accept the apostille.
