Getting a Degree Certificate Apostille in Chandigarh for Panjab University and PEC Degrees
Chandigarh is a small territory, but its universities award degrees to students from Punjab, Haryana and Himachal as well. For a degree certificate apostille in Chandigarh, the issuer is usually Panjab University in Sector 14, or Punjab Engineering College. We take these through the Delhi route or, where needed, the Chandigarh Administration's Home Department.

Degree certificate apostille sample
Can a Panjab University degree be apostilled without going to the university? Yes. A degree certificate apostille in Chandigarh does not need a university visit if you hold the original degree. It is notarised, signed by an SDM in Delhi and apostilled by the MEA. This usually takes 2 to 3 working days. Our all-inclusive charge is Rs 1,000 to Rs 1,500 per document, and courier is extra.
Who issues degrees in Chandigarh
Panjab University is the main degree-awarding body. Its colleges include well-known government and private colleges in the city sectors, and many more across Punjab. The university controller or registrar signs the degree.
Punjab Engineering College awards its own degrees as a deemed university. The degree wing of Chandigarh College of Engineering and Technology in Sector 26 is affiliated to Panjab University. PGIMER awards medical and nursing degrees in its own name.
Knowing the issuer helps us check the signature and seal before filing.
Private institutions in the tricity, such as those in Mohali, may be affiliated to other universities. Look at the university name on the certificate rather than the city on the address.

Degree certificate apostille in Chandigarh: the route we use
We use the Delhi route for most Chandigarh degrees. It runs from a notary to an SDM in Delhi and then to the MEA. It is accepted for educational documents from any state or territory.
Some receivers want the territory itself to verify first. The MEA list names the Secretary, Joint Secretary or Under Secretary (Home) and the District Education Officer for Chandigarh. Those offices confirm the degree with the university before signing, so the timing depends on them.
Where a university is connected to e-Sanad, the whole process can run online. A passport copy is needed because the passport number is entered.
PU marks cards, transcripts and provisionals
Panjab University issues separate marks cards for each semester or part. A university abroad that wants all of them will need each one apostilled. A consolidated transcript is also a separate document.
The provisional degree certificate is temporary. It is not the final degree awarded at convocation. If the receiver accepts the provisional for now, you may still need the final degree apostilled later.
If the receiver wants a degree with a medium of instruction letter, that letter is another separate document from the university.
For graduates living in Chandigarh
Clients in the city sectors, Manimajra and nearby areas usually courier their papers to our Delhi office. The courier time is short, and you avoid travel.
If you are in Delhi for a visa appointment or flight, you can drop off at C-5 A/2 New Ashok Nagar instead. We return documents by Blue Dart or a similar tracked courier. We do not collect from homes.
Graduates from Mohali and Panchkula who hold Panjab University degrees follow the same process.
Clients who studied at a PU regional centre or an affiliated college outside the city also come under this process. The degree is signed in Chandigarh even if you studied elsewhere, so the same checks apply.
Issues we sort out first
- Laminated degrees cannot take the apostille on the back
- Photocopies are not apostilled
- Your name must match your passport, or an affidavit is needed
- Faded seals may need a duplicate from the university
Most PU degrees are in English, so translation is rarely needed. If any part is in Hindi or Punjabi and the receiver wants English, we arrange it through our translation service.
Graduates who studied in Chandigarh but now live elsewhere
Panjab University draws students from across North India. Many of our clients studied in Chandigarh and now live in Delhi, Himachal, Haryana or abroad. Their degree still carries the PU signature, so the process is the same.
If you are already abroad, a family member in India can courier the original to us. They should include a copy of your passport and a short signed note naming who will receive the documents back.
If the degree is lost, PU issues duplicates through its own procedure. Apply for the duplicate first. We can only apostille an original issued by the university.
Destinations for Chandigarh graduates
The UK, USA, Canada, Australia, Saudi Arabia, Oman, Bahrain and most of Europe accept the apostille. India joined the Convention on 14 July 2005, and it now has 130 contracting parties.
China and Germany do not accept the Indian apostille. The UAE, Qatar, Kuwait and Egypt need MEA attestation and embassy legalization, offered through our embassy attestation service.
Overseas regulators for teaching, engineering or nursing sometimes run their own checks after the apostille. These are separate from the MEA's work.
What the apostille certifies
The apostille is a certificate fixed by the MEA. It confirms that the signature of the Indian officer on your document is genuine. It does not grade your degree or confirm your marks.
If an employer abroad wants to verify the degree itself, it contacts Panjab University or PEC. Keep your roll number and year of passing handy. For other states, see our degree hub or the Punjab degree page.
