A passport PCC is signed by a central government passport officer. The MEA can verify that signature directly, so the certificate needs no notary, SDM or UT department before the apostille.

Many receiving offices want a recent police certificate, and each sets its own limit. Ask for it before you apply. Remember that courier time from Diu or Silvassa to Delhi adds to the overall timeline.
The PCC and the passport should show your name identically. A different spelling may need an affidavit before attestation.
If you need certificates for more than one country, ask each country for its own rule. One may accept a certificate that another considers too old, and planning for the stricter rule avoids a second application.
If You Moved Between the UT and Gujarat or Maharashtra
