Passport centres in Meghalaya
Meghalaya has a Passport Seva Kendra in Shillong, at Lower Lachumiere near the DIPR office, and a Post Office Passport Seva Kendra in Tura for the Garo Hills. Both report to the Regional Passport Office in Guwahati, which covers six northeastern states.
You apply for the PCC on passportindia.gov.in and choose whichever centre is closer. The office you use makes no difference to the apostille, since every passport PCC carries a passport officer's signature.
Applicants from the Khasi, Jaintia and Garo Hills can choose either centre. Tura saves Garo Hills residents the trip to Shillong. Bring your passport and proof of your current address to the appointment.

Police certificates issued in Meghalaya
Some employers, landlords or authorities abroad ask for a character certificate or police verification from local police instead. These are issued at district level by Meghalaya Police. The Government of India's Digital Police portal (digitalpolice.gov.in) links to state citizen services, and your district SP office can confirm the current method.
For the apostille, this certificate counts as a personal document. A notary and the Delhi SDM verify it, or the Political Department in Shillong does. Then the MEA adds the apostille.
Check first whether the receiving office accepts a police certificate at all. Many immigration offices want only the passport PCC.
If both kinds of certificate are needed, send them together. Each is treated as a separate document.

Tips when applying for the passport PCC
Book under the Police Clearance Certificate service, not a passport renewal. Enter the address where you live now. If your passport was issued by a different office, police verification may be needed before the PCC is printed. Allow extra time for this if you moved to Meghalaya recently.
Check the spelling of your name and your passport number on the PCC before leaving the counter. A mistake found later means a new PCC, and the old apostille cannot be reused.
Keep the payment receipt and the application reference number. If the PCC is delayed, these help you follow up with the PSK or RPO Guwahati. Once the PCC arrives, scan it and send the scan to us before posting the original.
For applicants in Shillong
Shillong residents attend the PSK at Lower Lachumiere. The Political Department, used for the state route, is also in Shillong. After you collect the PCC, courier it to our New Ashok Nagar office.
We do not have a pickup service in Shillong. Return delivery is by Blue Dart or another reputed tracked courier. If you are visiting Delhi, you can drop it off yourself.
If you live in Tura, Jowai or Nongpoh, the process is the same. Pack the PCC flat in a stiff envelope so it reaches us without folds. A PCC apostille in Meghalaya is handled the same way whichever town you send it from.

Hague countries such as the UK, Canada, the USA, Australia, Saudi Arabia, Oman and Bahrain accept the apostilled PCC. China does not accept India's apostille. Germany checks Indian documents through its embassy.

Some countries need both an apostilled PCC and a translation. Others ask the applicant to send the PCC straight from India to their immigration office. Read the instructions for your visa category closely, and ask us if anything is unclear.
