Mizoram's Passport Seva Kendra is in the New Secretariat Complex at Khatla, Aizawl. It works under the Regional Passport Office Guwahati, which also covers Assam, Arunachal Pradesh, Manipur, Meghalaya and Nagaland.
You apply on passportindia.gov.in, choose the PCC service and book a slot in Aizawl. Applicants from Lunglei, Champhai or Kolasib usually travel to the capital for the appointment.
Bring your passport and proof of your current address. The PCC is printed and signed by the passport office after its checks. Keep the application reference number in case you need to follow up with RPO Guwahati.

Police certificates in Mizoram
A character certificate or police verification may be asked for by some employers or local authorities abroad. In Mizoram these are issued at district level by the police. The national Digital Police portal links to state citizen services, and your district SP office can tell you how to apply.
For the apostille, a police certificate is a personal document. It is attested by a notary and verified by the Delhi SDM, or verified by the Home Department in Aizawl, before the MEA. Confirm first that your receiving office accepts it, since many want only the passport PCC.

Booking advice for the passport PCC
Enter your current Mizoram address in the application. If your passport came from another passport office, police verification may be needed before the PCC is issued. This can add time, so start early if you face a visa deadline.
Check your name, date of birth and passport number on the printed PCC before you leave. Errors found later mean a fresh PCC. The MEA confirms only the officer's signature and will not correct anything on the certificate.
If your visa needs the PCC by a certain date, work backwards. Allow time for the PSK appointment, possible police verification, courier to Delhi, the MEA stage and courier back. A PCC apostille in Mizoram itself is quick once we hold the original, but the steps before it can take longer.
For applicants in Aizawl
Aizawl residents can attend the PSK at Khatla. For a police certificate on the state route, the Home Department in Aizawl is the verifying authority. Either way, the original reaches us by courier.

Applicants from Lunglei, Champhai, Kolasib or Serchhip use the same courier process. Pack the PCC flat and do not staple anything to it. Write your phone number on a cover note so we can reach you if a question comes up.

The apostilled PCC is accepted in Hague countries such as Canada, Australia, the UK, the USA, Oman and Bahrain. China does not accept India's apostille, and Germany verifies Indian documents through its own embassy.

Some immigration offices ask for the PCC to be sent directly by the applicant. Others want it uploaded first and the original shown later. Follow the instructions for your visa category, and keep a scan of the apostilled PCC for your records.
Saudi Arabia is a Hague member, so an apostilled Mizoram PCC works there for most visa categories.
