Quick answer

Do I need a notary for a PCC from the Dehradun Passport Office? No. A passport officer signs the passport PCC, so PCC apostille in Uttarakhand for that certificate goes straight to the MEA. Notary and SDM are needed only for a certificate from Uttarakhand Police. For that one, the other option is authentication by the General Administration Department in Dehradun before the MEA.

The Dehradun Passport Office

The MEA's list of passport offices includes the Passport Office in Dehradun. Uttarakhand residents apply for a passport PCC on passportindia.gov.in. The portal decides the office and the Passport Seva Kendra for your address.

After your appointment, Uttarakhand Police verifies your address and record. The passport office then issues the PCC, signed by a passport officer.

Keep your file number and a working phone number. Make sure the address in your application matches your address proof exactly. These help you track progress and answer any question from the police during verification.

PCC apostille in Uttarakhand for a passport PCC

The MEA can confirm a passport officer's signature itself. So a passport PCC needs no extra attestation.

  1. Collect the original PCC.
  2. Courier it to our Delhi office or drop it off.
  3. We file it with the MEA through an authorised outsourced centre.
  4. We send it back by tracked courier.

The MEA apostille page gives more background.

Certificates from Uttarakhand Police

Some receiving offices abroad want a certificate from the local police. Uttarakhand Police provides verification and character certificate services for residents. Apply for the exact certificate your instructions name.

Because a police officer signs it, the MEA needs another officer to confirm the signature first. On the Delhi route that means a notary and the SDM in Delhi. On the state route, the General Administration Department in Dehradun authenticates it. The MEA apostille comes after either one.

Applicants in Dehradun and nearby districts

Dehradun residents have the passport office in their own city, which helps when collecting the certificate. Applicants from Haridwar, Rishikesh, Haldwani and the hill districts courier their PCC to us after they receive it.

Send the original to C-5 A/2, New Ashok Nagar, Delhi 110096. Those visiting Delhi can drop it off and collect it on a later trip or have it couriered back. We return documents by Blue Dart or a similar tracked courier. We do not collect from homes.

If you are already abroad

People who have already left India are usually told to apply for a PCC through the Indian mission in the country where they live. That certificate is issued abroad, not by the Dehradun office.

A PCC issued by an Indian mission is handled differently from one issued inside India. Before you send one to us, write and tell us where it came from. We will confirm whether we can help and what the right process is.

If you need a PCC from Uttarakhand Police while abroad, a family member may be able to help with the application. Check the police department's rules first, since many services need the applicant in person or need recent address proof.

What different destinations ask for

Visa and immigration offices often require the passport PCC. Some employers, nursing boards and local authorities ask for a local police certificate. Follow the exact wording you were given, and ask the office in writing if it is unclear.

Apostilled PCCs work for the UK, the USA, Canada and Australia, and for Saudi Arabia, Oman, Bahrain and most European countries. The UAE, Qatar and Kuwait do not take them; a PCC for those needs MEA attestation and embassy legalization. See UAE attestation charges and our embassy attestation service.

Many people from Uttarakhand look for work abroad in hospitality, nursing and other services. Others go for study. Each group gets a different list of papers from the employer or college.

Read your list closely. A visa file may want the passport PCC, while a professional licence may want a police certificate. Some ask for both. Each is a separate document and a separate apostille.

Send all apostille work in one packet if you can. We check each document and tell you before filing if anything is missing.

How to avoid delays

Most delays come from three problems.

  • Name mismatch. The PCC and passport must show the same name. If they differ, an affidavit may be needed.
  • Wrong document. A passport PCC and a police certificate are not interchangeable. Apostilling the wrong one wastes a fee.
  • Damage or copies. Only the original paper can be apostilled. Do not laminate, staple or write on it.

If your destination asks for a translation, we arrange certified translation.

Timing, fees and what to send

Receiving offices often accept a PCC only if it was issued recently. They set the period themselves, so ask before applying. Once your original reaches us, the Delhi route usually takes 2 to 3 working days, plus courier time.

The all-inclusive cost is Rs 1,000 to Rs 1,500 a document, with the MEA's Rs 50 already inside it. Courier is extra. If you are sending more than one document, we confirm the total before filing.
