Does a PCC from the Ranchi passport office need state attestation before the apostille? No. For PCC apostille in Jharkhand, a certificate issued and signed at the Ranchi Regional Passport Office goes directly to the MEA. Only a certificate from a district police office needs prior verification, either through notary and SDM in Delhi or through the Home department in Ranchi. The MEA charges Rs 50 for each document.
The Ranchi passport office and its 24 districts
The Regional Passport Office, Ranchi, sits on the third floor of The Galaxia Mall on Ratu Road. Its published jurisdiction covers every district in Jharkhand, including Ranchi, Dhanbad, Bokaro, Hazaribagh, Deoghar, Dumka, Giridih, Palamu, East Singhbhum and West Singhbhum.
You apply online at passportindia.gov.in, choose the police clearance option and book a slot. After police verification at your address, the Ranchi office issues the PCC with a passport officer's signature.
Since a single office issues PCCs for the whole state, the format of the certificate is the same whether you live in Sahibganj or Simdega. What changes from district to district is how long police verification takes. That part is handled by the local police station and reported back to the passport office.

Passport PCC or a Jharkhand Police certificate?
A passport office PCC is tied to your passport number. Visa and immigration offices abroad commonly ask for this kind. A police character certificate is issued by a district police office and is sometimes asked for by employers or for local purposes.
Both can be apostilled. The difference is the route.
- Passport PCC: straight to the MEA.
- Police certificate: notary, SDM and then the MEA, or the Jharkhand Home department in Ranchi and then the MEA.
If the checklist from abroad only says police clearance, ask whether a certificate from the passport office is acceptable. If it is, you skip the extra notary and SDM stage. Do not guess, though. A wrong certificate costs you a second application.

Applicants from Ranchi and Jamshedpur
Ranchi: The passport office and its Passport Seva Kendra are both in The Galaxia Mall on Ratu Road. Ranchi applicants can go there for the PCC appointment and courier the certificate to us once it is issued.
Jamshedpur: East Singhbhum falls under the Ranchi RPO. A Post Office Passport Seva Kendra operates at the Bistupur Head Post Office, so Jamshedpur residents can attend their appointment locally. The PCC is still issued by the Ranchi office.
Engineers and technical staff moving abroad
Many PCC requests from Jharkhand come from engineers and technicians in mining, steel and heavy industry who take jobs overseas. Employers often want the PCC together with degree and experience documents. Each document is a separate apostille, but we can process them as one order.

How recent must the PCC be?
Each country, and often each employer, sets its own rule. Ask the receiving office what age of PCC they accept. Then send it for apostille without delay, so the certificate is still within that window when it reaches them.
The MEA checks only the signature of the issuing officer. It does not comment on what the PCC says about your record.
Apply for the PCC from the address where you live now. If you moved into Jharkhand recently, or out of it, tell the passport office during the application. Police verification is carried out by the station that covers your current address, and a mismatch can delay the report.

Can I apostille a PCC that has already been used once?
If the original came back to you unmarked, it can be apostilled, as long as the receiving office accepts its date. Many offices want a fresh PCC for each new application, so ask before using an older one.
