Why DOTE Chennai matters for your diploma
Because Puducherry polytechnics are affiliated to DOTE Chennai, DOTE's records are the ones that back your diploma. DOTE offers three forms: M.01 for a duplicate, M.02 for genuineness verification and M.03 for transcripts.
Use M.01 if your diploma is lost or damaged. Use M.02 if an employer abroad wants a genuineness letter from the board. That letter is separate from the apostille and does not replace it.
The verification by a state or territory officer is a different matter. For that, the Puducherry Chief Secretariat signs, because the polytechnic is in Puducherry.

Delhi route or territory route
Most diploma holders from Puducherry use the Delhi route. It is accepted for most educational documents from anywhere in India, and it needs no visit to the territory's offices.
