Late reports under the municipal charter
The Puducherry Municipality citizen charter sets out the steps for late registration. A birth reported after 21 days but within 30 days can be registered by the registrar with a small late fee. After 30 days and within a year, the Chief Registrar's order is needed. Beyond a year, a court order is required.
These steps must be complete before the apostille. The MEA does not fix or create records. It only confirms the signature on the certificate you send.

Karaikal, Mahe and Yanam each have their own local bodies. A certificate from any of them follows the same apostille steps. Mahe sits inside Kerala and Yanam inside Andhra Pradesh, so families there often courier from those states.

Condition of the certificate
- Only originals are stamped by the MEA.
- A laminated certificate cannot take the sticker on its back.
- The child's name must be printed. Ask the registrar to add it if missing.
- Older handwritten copies may need a fresh printed extract if the receiving office asks.
Since the 2023 amendment to the 1969 Act, the digital birth certificate is a single proof of date of birth in India. Foreign offices still set their own rules.
