Booking and downloading through e-Thirumanam
The Registration Department runs e-Thirumanam, an online application and appointment booking portal for marriage registration. Couples can apply for Hindu, special and intended marriage registration, pay fees, book a slot with the Sub-Registrar, track the application and download the certificate after registration.
For special and intended marriages, the documents still have to be handed in at the office after the online application. The couple signs before the Sub-Registrar, and the certificate is issued after that.

Four kinds of registration at the Sub-Registrar
- Hindu marriage for couples who are both Hindu, Buddhist, Jain or Sikh, under the Puducherry Hindu Marriage (Registration) Rules, 1969.
- Special marriage for couples covered by the Special Marriage Act, 1954, with a 30-day notice.
- Intended marriage solemnised before the Sub-Registrar.
- Condonation of delay for older Hindu marriages never registered. The District Registrar or the Collector-cum-Secretary (Revenue) verifies these, depending on how old the marriage is.
At least one partner must be domiciled in Puducherry. In December 2025 the UT also notified rules for registering Anand marriages.
The Registration Department lists the documents it needs: proof of birth and photo identity for both partners, ration cards, and for Hindu and special marriages the original solemnisation certificate from the priest or Kazi and the original wedding invitation.
The Chief Secretariat and Karaikal offices
MEA's list for Puducherry names the Under Secretary (Home) and the Under Secretary (Administrative Reforms Wing) at the Chief Secretariat, along with other Secretariat officers. It also lists the District Collector and the Deputy Collector (Disaster Management) at the Collectorate in Karaikal. These offices authenticate documents before MEA when state verification is needed.
Most foreign offices accept the Delhi route instead. It needs no visit to the Secretariat. Our all-inclusive price for it is Rs 1,000 to Rs 1,500 per document, with courier extra.
How marriage certificate apostille in Puducherry works

Certificates from Puducherry town and the UT's other offices
Couples in Puducherry (Pondicherry) town register at the Sub-Registrar office that covers them, one of 12 in the UT. Certificates from any of those offices follow the same apostille path. Karaikal couples have the added option of the Karaikal Collectorate for state verification, since MEA lists it separately.
French, Tamil and translation needs
Puducherry has strong family links with France, which accepts the apostille. French registries may still want a sworn translation of the certificate. Tamil text on the certificate also needs translating for most destinations. We arrange certified translation in French and all major languages.

Late registration and older marriages
The 2021 amendment to rule 5 of the Hindu Marriage (Registration) Rules sets out what happens when an application is late. It should reach the Marriage Registrar within three months of the marriage. The Registrar can accept it later, up to fifteen years, if there was sufficient cause. Between fifteen and forty years, the District Registrar of Marriages must give special permission. After forty years, the Registrar-General of Marriages, Puducherry decides.
This matters to older couples who need a marriage certificate apostille in Puducherry for a residence permit or a pension abroad. Register first, then send the new certificate for legalisation.
Married just across the border in Tamil Nadu?
Some Puducherry families hold weddings in nearby Tamil Nadu towns. A certificate issued by a Tamil Nadu Sub-Registrar comes under that state's 2009 Act and authority. See the Tamil Nadu guide for those cases.
