Which board awards polytechnic diplomas in Uttarakhand? The Uttarakhand Board of Technical Education, Roorkee, set up under Act No. 27 of 2003, awards polytechnic diplomas in the state. For a diploma certificate apostille in Uttarakhand, the original UBTER diploma is notarised, signed by an SDM in Delhi and apostilled by the MEA. Each semester mark sheet is a separate document with its own apostille.
UBTER, the Roorkee board
UBTER was set up under Act No. 27 of 2003, passed by the Uttarakhand Legislative Assembly. Its head office is on Sunehra Road in Roorkee. It also has a Joint Entrance Exam and Training cell in Dehradun.
The Board runs the polytechnic entrance test, semester exams and an aircraft maintenance engineering curriculum. Your final diploma carries its authority, whichever polytechnic you attended.
Diplomas issued before 2003 may carry the name of the earlier Uttar Pradesh board. They are still valid originals for apostille.
The Board's website also hosts the online semester exam portal. A result shown there is useful for your records, but the apostille needs the printed diploma.

Getting a diploma certificate apostille in Uttarakhand

Who confirms your diploma
The apostille confirms the signing officer's signature. It does not confirm your marks or the diploma's content. If an overseas employer wants proof of the diploma, it asks UBTER. Keep your enrolment number and year of passing ready.
Where a receiver asks for state verification before the MEA, the listed authority is the General Administration Department in Dehradun. We tell you if your case needs it. Most diploma holders use the Delhi route.
If a recruiter asks for a verification letter from the Board, that is a separate request to UBTER. It does not replace the apostille, and the apostille does not replace it.
ITI and nursing certificates
ITI trade certificates are issued under NCVT or SCVT schemes. Both can be apostilled from the original. Technicians heading to Saudi Arabia, Oman or Bahrain often need this.
GNM and ANM nurses trained in Uttarakhand usually hold a course certificate and a state nursing council registration. Each is a separate document and needs its own apostille. Gulf countries outside the Convention need attestation instead. See our UAE attestation fees.
Pharmacy diploma holders may also hold a pharmacy council registration. Ask the employer whether that needs an apostille too.

From Dehradun, courier time to Delhi is short. You can also drop off at our New Ashok Nagar office if you are in Delhi. We do not offer home pickup.

Mistakes that slow Uttarakhand diploma files
The most common delay is a diploma laminated years ago. The apostille is fixed on the back, so lamination blocks it. A duplicate from UBTER is the only fix.
The second is a name mismatch. A missing surname or a different spelling on the passport can cause questions abroad. We prepare a short affidavit to link the two.
The third is sending a semester result printout instead of the final diploma. Printouts and photocopies are not apostilled. If you are unsure, send us a photo of both sides first.
If you also hold a B.Tech
Many UBTER diploma holders later earn a B.Tech through lateral entry, often from the state technical university in Dehradun. A receiver abroad may want both papers apostilled. Each has a different issuer and counts as a separate document.
