Getting a PCC Apostille in Haryana for Work or Migration

PCC apostille in Haryana has one twist: the MEA's list of Regional Passport Offices shows no office inside Haryana. Residents apply through a passport office outside the state, such as RPO Chandigarh or RPO Delhi, depending on their address. A clearance issued by Haryana Police instead follows the notary and SDM route.

Quick answer

Where does a Haryana resident get a police clearance certificate for abroad? Most applicants apply for a passport PCC on passportindia.gov.in, and the passport office that covers their district issues it. For PCC apostille in Haryana, that certificate goes straight to the MEA. If the employer wants a certificate from Haryana Police, it needs notary and SDM attestation, or Haryana Home Department authentication, first.

Why Haryana residents deal with an outside passport office

The MEA publishes the list of Regional Passport Offices. It includes offices in Delhi and Chandigarh, but none located in Haryana. Haryana residents are therefore attached to a passport office in a neighbouring city.

Which one handles you depends on the district in your address. The passportindia.gov.in site shows the jurisdiction when you apply. We do not guess this for clients, because it can change.

Police verification for the PCC is still done by Haryana Police at your local station. The certificate itself is issued and signed by the passport office. If you have moved recently, update your address details first, since verification happens where you live now.

PCC apostille in Haryana with a passport PCC

A passport officer's signature is something the MEA can verify directly. That makes this path short:

  1. Apply for the PCC on passportindia.gov.in and attend your appointment.
  2. Complete police verification at your address.
  3. Collect the original PCC.
  4. Send it to us. We file it with the MEA through an authorised centre.

No notary and no SDM stage is needed. Because there are fewer steps, there are fewer places for a delay. Most of the waiting happens before you have the PCC, during police verification. Read about the MEA apostille for background.

When the employer wants a Haryana Police certificate

Some employers and licensing bodies abroad want a certificate from the police where you live, not from the passport office. Haryana Police issues character and verification certificates to residents through its citizen services. Apply for the exact certificate your receiving office names. Keep the acknowledgement or receipt, because you may need it if the certificate is delayed.

This certificate is signed by a police officer. The MEA cannot check that signature on its own, so it is first attested by a notary and the SDM in Delhi. The alternative is authentication by the Special or Under Secretary, Home, Haryana. After that the MEA adds the apostille.

Gurugram, Faridabad and Panchkula applicants

Gurugram and Faridabad have many people heading abroad for IT, healthcare and engineering jobs. Both cities are a short drive from our New Ashok Nagar office, and walk-in drop-off works well.

Panchkula residents are next to Chandigarh. Most of them courier the PCC to us rather than travel to Delhi. People from Karnal, Ambala, Hisar and Sonipat do the same.

We return finished documents by Blue Dart or a similar tracked courier. There is no home pickup.

Picking the right certificate for your destination

Visa and immigration offices commonly ask for the passport PCC. Some job contracts, nursing councils and local authorities ask for a local police certificate. Your instructions will normally say which one.

Read the wording closely. Phrases such as police clearance from the competent authority are not always clear, so ask the receiving office if in doubt.

Gulf countries need care. The UAE, Qatar and Kuwait are not in the Apostille Convention. A PCC for them needs MEA attestation and embassy legalization. See UAE attestation charges and our embassy attestation service.

Saudi Arabia, Oman and Bahrain accept the apostille, as do the UK, USA, Canada and Australia.

Mistakes we see with Haryana PCCs

The most frequent problem is a name mismatch. A PCC that shows a short form of your name while the passport shows the full form can be questioned abroad. Fix it at the application stage, or carry an affidavit.

The second is applying for the wrong certificate. A worker gets a local police certificate when the visa office wanted a passport PCC, or the other way round. Each is a separate document and a separate apostille, so a mistake costs time and money.

The third is lamination. Families sometimes laminate important papers to protect them. The MEA stamps the back of the document, so a laminated PCC must be replaced.

If the destination needs the PCC in its own language, we arrange certified translation.

Timing your application

Receiving offices often want a recently issued PCC. Each one sets its own window, so ask them before you apply.

Plan backwards from your submission date. Once we have the original, the Delhi route usually takes 2 to 3 working days. Courier time to and from Haryana is extra. If the certificate ages past the window, you will need a new one and a new apostille.

What to send with the PCC

  • The original PCC
  • Passport copy with matching name spelling
  • The destination country and the purpose
  • A note of any deadline

A photocopy or scan cannot be apostilled. Do not laminate the certificate.

Our fee is Rs 1,000 to Rs 1,500 per document, which includes the Rs 50 MEA fee. Courier is extra.
