Birth certificate apostille in Haryana starts with a certificate drawn from the register kept under the state Health Department's Civil Registration System. Families in Gurugram, Faridabad, Panchkula and the rest of the state can send that certificate to us in Delhi. We handle notary, SDM and the MEA apostille.

What does a Haryana family need to apostille a child's birth certificate? You need the original computerised certificate from your registrar, with the child's name entered. For birth certificate apostille in Haryana we usually use the Delhi route: notary, SDM in Delhi, then the MEA. The state route goes through the Special or Under Secretary, Home, Haryana. The MEA fee is Rs 50 per document.
How Haryana registers births
The Registration of Births and Deaths Act, 1969 applies in Haryana as in every state. The Haryana Health Department runs the Civil Registration System, which has a registration hierarchy reaching down to the local registrar.
Every birth has to be reported within 21 days of the event. Hospitals report births that happen inside them. For a home birth, the head of the household reports it. The state's forms for birth, death and stillbirth are Form 1, Form 3 and Form 4.
Many certificate services are listed on the Antyodaya Saral portal at saralharyana.gov.in. The Health Department also lists birth services under Haryana's Right to Service rules, with set time limits. The registrar for your area keeps the original entry, and certified copies come from that office.
Ask the registrar for a computerised, signed copy. That is the version most foreign offices expect to see.

Adding the child's name before apostille
Haryana lets parents register a birth without a name. The Health Department's page says adding the name is free within 12 months of registration and costs Rs 50 after that. It also says a name once entered cannot be changed.
That last rule matters for travel documents. Check the spelling against the child's passport application before you add it. A certificate that lacks a name, or spells it differently from the passport, causes trouble at the MEA and at foreign consulates.
If the name on the certificate and the passport already differ, we can help with a supporting affidavit. Sort this out before sending the certificate abroad.
Late registration and old records
A birth reported after 21 days carries a late fee. The Health Department lists Rs 10 up to 30 days, Rs 25 up to one year, and Rs 50 after a year. It also charges for searching old registers and for each copy.
Under the Right to Service rules, the department allows longer times for old records. Requests for entries before 1972 take the most time.
Since 1 October 2023, the RBD (Amendment) Act, 2023 makes the digital birth certificate a single proof of date of birth. If your certificate is an old handwritten one, the MEA can still apostille it when the signature is verifiable. Some foreign offices still ask for a computerised copy, so request one if in doubt.
Birth certificate apostille in Haryana: which route
Two routes lead to the MEA.
Delhi route
- Notary attestation.
- SDM attestation in Delhi.
- MEA apostille through an authorised centre.
This is our usual choice. Our all-inclusive charge is Rs 1,000 to Rs 1,500 per document, and it usually takes 2 to 3 working days once we have the original.
State route
The Special Secretary or Under Secretary in the Haryana Home Department authenticates the certificate, and then it goes to the MEA. Use it if your receiving office asks for state authentication. See how the MEA apostille works.
For families in Gurugram, Panchkula and Faridabad
Gurugram and Faridabad sit right beside Delhi. Many families there drop the certificate at our office in New Ashok Nagar and pick it up when it is ready.
Panchkula families are closer to Chandigarh, so most send the certificate by courier. The same applies to Hisar, Rohtak, Karnal, Ambala and other districts.
We return documents by Blue Dart or another tracked courier. We do not pick up from homes. Call or WhatsApp +91 85955 58517 before sending, and we will confirm the checklist.
Where the apostilled certificate is used
Parents usually need it for a child's passport or visa abroad, school admission overseas, citizenship by descent, a residence permit, or OCI-related use in another country.
The apostille works in the UK, USA, Canada, Australia, Saudi Arabia, Oman, Bahrain and most of Europe. It does not work for China or Germany. UAE, Qatar, Kuwait and Egypt need MEA attestation and embassy legalization instead. We handle that through our embassy attestation service.
If the certificate is partly in Hindi and the destination needs English or another language, we arrange certified translation.
Hospital births and missing records
For a birth inside a hospital or nursing home, the institution in charge must report it. Parents sometimes assume this happened and only find out years later that no entry exists. If your registrar cannot find the record, ask for a search. The Health Department charges a search fee for each year checked.
If no entry exists at all, the birth has to go through delayed registration before any certificate can be issued. Only then can the apostille process start. Keep hospital discharge papers and any vaccination card, since they help support the date and place of birth.
Before you post the certificate
- The original certificate, with the child's name entered
- Passport copy of the child or a parent
- Destination country and the office that asked
- No lamination, no staples, no writing on the back
The MEA does not apostille photocopies. Each certificate is a separate apostille, so if you need two copies apostilled, send two originals.
Write your phone number and email on a covering note. If we spot a problem with the certificate, such as a missing seal or a spelling clash, we call you before anything is filed. That saves a wasted MEA submission.
