Marriage Certificate Apostille in Haryana

Getting a marriage certificate apostille in Haryana is simpler once you know which office signed your certificate. Under the Haryana Compulsory Registration of Marriages Act, 2008, registrars include Tehsildars and Naib Tehsildars, and since 2024 also block and urban local body officers. The MEA apostille is added only after that signature is authenticated.

Quick answer

Our marriage was registered in Gurugram through the Saral portal. Can it be apostilled for my husband's work visa abroad? Yes. A registered certificate from any Haryana registrar can be used. For a marriage certificate apostille in Haryana, most couples take the Delhi route: a Delhi notary, then the SDM, then the MEA apostille. It usually takes 2 to 3 working days and costs Rs 1,000 to Rs 1,500 per document with us, plus courier.

Who signs a Haryana marriage certificate now

Haryana passed its compulsory registration law in 2008. Section 6 of the Act says every marriage solemnised in the state must be registered, whatever the caste or religion of the couple. Under Section 7, the couple sign a memorandum and send it to the registrar within 90 days. A late memorandum is still accepted with a fine.

For years the Tehsildar was the main registrar in rural areas. In June 2024 the state widened the list. In villages, a City Magistrate, Tehsildar, Naib Tehsildar, Block Development and Panchayat Officer or Gram Sachiv can now register a marriage. In towns, the Joint Commissioner, Executive Officer, Secretary of the municipal committee, Tehsildar or Naib Tehsildar can do it.

This matters for the apostille because the signing officer's designation must be clear on the certificate.

Certificates from the Antyodaya SARAL portal

The Urban Local Bodies department of Haryana points couples to the Antyodaya SARAL portal for applying and for getting the certificate. Many certificates are now printed from that system.

  • Use a clean, full print of the certificate, not a screenshot.
  • Check that the registrar's name, designation and the certificate number are readable.
  • Do not laminate it. MEA cannot stamp the back of a laminated document.
  • Make sure both names match the passports. If they differ, an affidavit is usually needed.

Delhi route or Haryana Home Department?

Two routes lead to the same MEA apostille. Most clients use the first.

Delhi route

A notary in Delhi verifies the certificate, the SDM in Delhi attests the notary, and then the MEA issues the apostille. MEA accepts this route for most personal documents from any state, and it usually takes 2 to 3 working days.

Haryana state route

The MEA list names the Special Secretary or Under Secretary (Home) at the Haryana Civil Secretariat as the state authority. Use this route only when the foreign office asks for state-level verification. Its timing depends on the department.

Gurugram, Panchkula and the rest of Haryana

Gurugram has a large number of couples moving abroad for jobs with multinational firms, and many are registered by the local registrar there. Panchkula sits next to Chandigarh, and couples there sometimes confuse Haryana and Chandigarh offices. A certificate from Gurugram, Panchkula or any other district follows the same route. Gurugram is a short drive from Delhi, so NCR clients can drop documents at our New Ashok Nagar office. Others can courier them in.

How marriage certificate apostille in Haryana is completed

Send us the original certificate, passport copies of both spouses and the name of the destination country. We handle the notary, SDM and MEA steps. The MEA checks only the signature of the authenticating officer, not the content of the certificate. It has not taken papers directly from individuals at its counter since July 2012, so the file goes through an authorised outsourced centre. More detail is on our MEA apostille page.

The MEA fee is Rs 50 per document. Our all-inclusive Delhi route charge is Rs 1,000 to Rs 1,500 per document. Courier is extra.

Late registration and errors on the certificate

Some couples only register when a visa is already in process. Section 11 of the 2008 Act allows a memorandum after the 90-day window, but it carries a fine, and longer delays need permission from the District Registrar or the Chief Registrar. Plan for that extra step if your wedding was some time ago.

Errors are a bigger risk than delays. A wrong date of birth, a missing middle name or a spelling that differs from the passport can lead a foreign office to reject the file even after the apostille. Get any correction done by the registrar who issued the certificate first. Where the gap is only in spelling, an affidavit linking both versions is usually enough. Once the certificate is final, send it to us and we start the apostille.

When an apostille is not enough

The apostille works in the convention's member countries, which numbered 130 as of 30 June 2026. It does not work for China, because India objected to China's accession in September 2023, or for Germany, which verifies Indian documents through its embassy. UAE, Qatar, Kuwait and Egypt are not members. For them, the certificate needs MEA attestation and then embassy legalisation. See our embassy attestation service. Saudi Arabia, Oman and Bahrain do accept the apostille.

If your certificate is in Hindi, the foreign office may ask for a translation. We arrange certified translation.
