Which board issues Haryana polytechnic diplomas? The Haryana State Board of Technical Education, created under Haryana Act No. 19 of 2008, issues polytechnic diplomas in the state. For a diploma certificate apostille in Haryana, the original HSBTE diploma goes through a notary, an SDM in Delhi and then the MEA. Mark sheets are separate documents and need their own apostille.
About HSBTE and its diplomas
HSBTE was set up by the Government of Haryana under Act No. 19 of 2008. Its mission covers diploma education in engineering and technology, architecture, pharmacy, management, accounts and applied arts and crafts.
The board lists about 40 government or government-society polytechnics, 4 government-aided polytechnics and 147 self-financing polytechnics. Whichever of these you studied at, the final diploma bears the board's authority.
Before HSBTE was formed, diplomas were issued under the earlier state arrangement. Older certificates still work if they are originals with a clear seal.
The diploma you receive at the end of the course is the document to apostille. A semester result printed from a website is not enough, and neither is a provisional certificate if the receiver wants the final one.

How we process a diploma certificate apostille in Haryana
Our process has four stages.
- Review. We check the HSBTE diploma for lamination, name spelling and a readable signature.
- Notary and SDM. The document is notarised and signed by the SDM in Delhi.
- MEA. We file through an authorised outsourced centre. The MEA charges Rs 50 per document and checks only the SDM's signature.
- Return. You collect in person, or we send it by Blue Dart or a similar tracked courier.
This usually takes 2 to 3 working days.
Verification by the board
An overseas employer or regulator that wants to confirm your marks writes to the issuing board. For polytechnic diplomas that is HSBTE. The apostille does not replace this check.
If a receiver demands state verification before the MEA, the MEA list names Haryana's Higher Education Commissioner or Director and the Home Department as authorities. We tell you whether your case needs that. Most diploma holders use the Delhi route.

GNM and ANM nursing diplomas
Nursing education and registration in Haryana fall under the Haryana Nurses and Nurse-Midwives Act, 2017, under the Department of Medical Education and Research. Nurses moving abroad usually carry the GNM or ANM diploma and a registration certificate from the state council.

ITI trade certificates from Haryana
Haryana's Department of Skill Development and Industrial Training runs government ITIs across the state, alongside private ITIs. Trades run for one or two years under the Craftsman Training Scheme.
Your trade certificate will be an NCVT (national) or SCVT (state) certificate. Both can be apostilled on the Delhi route. Electricians and plumbers going to Saudi Arabia or Oman often need this.
Check that the trade name, your father's name and the year are printed clearly. Older certificates sometimes show only the SCVT seal. That is fine if it is original. If the certificate is damaged or missing, apply for a duplicate through the department before you start the apostille.
For diploma holders in Gurugram, Panchkula and Faridabad
Faridabad and Gurugram residents are close enough to visit our East Delhi office. Bring originals and a passport copy. You can leave them and collect later.
HSBTE's offices are in Panchkula. If you need a duplicate diploma or a corrected name, apply there first, then send us the new original. Panchkula diploma holders who are ready to go can courier straight to us.
We do not collect from homes. Courier is extra.
Diploma holders who went on to a B.Tech
Many HSBTE diploma holders join a B.Tech through lateral entry. If you are applying abroad with both qualifications, you may need the diploma and the degree apostilled. Each is a separate document, and so is each mark sheet.
Some foreign universities only want the highest qualification. Others want the full chain from Class 10 upward. Get the exact list from the admissions office before you courier your papers. That saves a second round of fees.

Not as it is. The apostille is fixed on the back. You will need a duplicate from HSBTE first.
