Why a Sikkim PCC is issued in Kolkata
The Passport Seva portal lists the Kolkata Regional Passport Office's jurisdiction as West Bengal, Tripura and the four districts of Sikkim. There is no separate passport office for Sikkim in the national list.
So when a Sikkim resident applies for a PCC, police verification happens locally in Sikkim, but the certificate is issued and signed in Kolkata. This is useful to know if a foreign office asks why your PCC shows a Kolkata address.

The Gangtok passport centre
Gangtok has a small passport service centre where Sikkim applicants can attend their appointments without travelling to West Bengal. You still apply and book online through passportindia.gov.in.
Carry your passport and proof of your present address. After the police report is received, the Kolkata office issues the PCC and it reaches you by post or through the centre, depending on your application.
If your address in Sikkim changed recently, apply from the address where you live now. The police station for that address carries out the verification, and a mismatch with other documents can slow the report.
Keep the application file number safe. It is the quickest way to trace the PCC if it is delayed in the post.

When a Sikkim Police certificate is asked for
Some employers or institutions ask for a certificate issued by the local police rather than the passport office. This is a state document, signed by a police officer. It can be apostilled after its signature is verified.
Read the requirement carefully. If the checklist only says police clearance, ask whether a passport office PCC is acceptable. It skips the extra verification stage.
Check the name and father's name on any police certificate against your passport before sending it. If the police office has spelt something differently, ask for a corrected certificate. An affidavit can sometimes cover a small difference, but a corrected document is cleaner.
Where the apostilled PCC is accepted
Hague member countries accept it, including the UK, USA, Canada, Australia, Saudi Arabia, Oman, Bahrain and most of Europe. China and Germany do not accept the apostille from India.

Keep an eye on the date
Receiving offices abroad usually want a PCC issued recently, but the limit is theirs to set. Ask them what they accept. Then send the PCC for apostille quickly, allowing time for courier from Sikkim to Delhi and back.
The MEA does not review what the PCC says. It only verifies that the signature belongs to the authorised officer.
