Marriage Certificate Apostille in Jammu and Kashmir
Since the 2019 reorganisation, a marriage certificate apostille in Jammu and Kashmir usually involves a certificate issued under a central Act. The UT has notified rules under the Anand Marriage Act in 2023 and under the Special Marriage Act in 2024, and services are offered online through the Jansugam portal. The MEA then adds the apostille.

Marriage certificate attestation sample
We married in Srinagar and need the certificate for a residence permit abroad. Which law was it issued under, and does that matter? Check the heading of your certificate. It may be under the Hindu Marriage Act, the Special Marriage Act or the Anand Marriage Act. For a marriage certificate apostille in Jammu and Kashmir, the law does not change the route. We take it by the Delhi route: notary, SDM and MEA, which usually takes 2 to 3 working days.
What changed after 2019
Before August 2019, Jammu and Kashmir had its own versions of many personal laws. After the reorganisation, central Acts such as the Special Marriage Act, 1954 apply in the Union Territory, and the UT government has been notifying rules under them.
- Anand Marriage Registration Rules, 2023: notified on 30 November 2023. Tehsildars are the registrars, the Deputy Commissioner is the District Registrar, and the Secretary of the Law Department is the Chief Registrar.
- Special Marriage Rules, 2024: notified on 24 May 2024. A Marriage Officer in each district receives notices, hears objections and solemnises or registers marriages.
Hindu marriages are registered under the Hindu Marriage Act, 1955. The UT's legal awareness portal lists the Hindu, Special and Anand marriage Acts as the frameworks used.

Applying through the Jansugam portal
The J&K government's legal services portal directs couples to the Jansugam portal, which runs on the ServicePlus platform. You register, log in, open the list of available services and search for marriage registration. You then fill in the form, upload identity and marriage proof and photographs, and note the date for verification.
Jansugam is the same portal Tehsildars use for other certificates such as domicile. Its address is jansugam.jk.gov.in.
If your certificate is a print from an online system, keep it clean and unlaminated. MEA does not apostille photocopies.
Couples from Srinagar and Jammu
Srinagar and Jammu are the two main centres, and each has its own district administration and registering offices. The Jammu district administration has long offered a downloadable marriage registration form. A certificate from either city, or from any other district in the UT, follows the same apostille route. The registering office may differ by the Act used, but the MEA step is the same. Winter can slow courier movement from the valley, so send the file early if you have a visa date. You can courier the original to our Delhi office from anywhere in the UT. We send it back by Blue Dart or a similar tracked courier.
How marriage certificate apostille in Jammu and Kashmir works
The Delhi route is the usual choice. A Delhi notary checks the certificate, the Delhi SDM attests the notary, and the MEA fixes the apostille. The MEA verifies only the signature of the authenticating officer.
Some foreign offices want the UT government to verify the document first. The MEA list names the Deputy Secretary, Home Department, for Jammu and Kashmir. That route depends on the department's timing, so use it only if you are asked to. Read more on our MEA apostille page.
The MEA fee is Rs 50 per document. Our Delhi route package is Rs 1,000 to Rs 1,500 per document, all inclusive, with courier extra.
Special Marriage Act certificates in the UT
Couples of different faiths, and couples who prefer a civil marriage, use the Special Marriage Act. Under the 2024 rules, the couple give notice of the intended marriage to the Marriage Officer of the district. The notice is published, and anyone can object within 30 days. If no valid objection is raised, the Marriage Officer solemnises the marriage, or registers one already performed, and enters it in the Marriage Certificate Book. The officer can also do this at a place outside the office.
The certificate drawn from that book is signed by the Marriage Officer. For an apostille, it is treated like any other public document. Keep the original safe, because a replacement copy takes time to obtain.
Gulf destinations need a different process
Many families from the UT have relatives working in the Gulf. The UAE, Qatar and Kuwait are not members of the Apostille Convention, so the apostille is not used there. Those countries need MEA attestation followed by embassy legalisation. See our embassy attestation service and our UAE attestation fees. Saudi Arabia, Oman and Bahrain accept the apostille. China and Germany do not accept Indian apostilles.
