Which Telangana office do I approach first for my marriage certificate to be accepted abroad? For a marriage certificate apostille in Telangana you do not have to approach any state office first. The certificate from the Sub-Registrar can go through a Delhi notary, the SDM and MEA. Only if the foreign office asks for state verification does it go to the General Administration Department in Hyderabad before MEA.
The GAD office at the State Secretariat
For years MEA's lists showed only Andhra Pradesh officers at Hyderabad, which confused many Telangana applicants. MEA's updated data now has a separate Telangana entry: the Joint Secretary or Additional Secretary (General), General Administration Department, at the Telangana State Secretariat in Hyderabad. This is the state route for personal documents such as a marriage certificate.
Choose it when the receiving office abroad wants state verification. The time taken depends on the department. If no one has asked for it, the Delhi route is usually simpler.

Registration under state and central law
When Telangana was formed, it adapted the Andhra Pradesh Compulsory Registration of Marriages Act, 2002. The adaptation order of December 2014 renamed it the Telangana Compulsory Registration of Marriages Act, 2002. It requires marriages in the state to be registered.
Most Hindu, Buddhist, Jain and Sikh couples register under section 8 of the Hindu Marriage Act, 1955 at a Sub-Registrar office. Inter-faith couples, or couples who want a civil marriage, use the Special Marriage Act, 1954. Christian and Parsi marriages follow their own central Acts.
Booking at the Registration and Stamps portal
The Registration and Stamps Department portal lists online registration of marriages among its services, next to property, society and trust registration. It also lets you find the Sub-Registrar office for your area. After the couple and witnesses appear at that office, the Sub-Registrar issues the certificate. Ask for an extra certified copy if you will use the certificate abroad, and keep it unlaminated.
The portal is run by the department that handles property registration, so the same Sub-Registrar offices deal with both. Bring the documents the office lists, including age and address proof for both spouses and the witnesses' identity documents.
Steps for a marriage certificate apostille in Telangana

Registered in Hyderabad or elsewhere in Telangana
Hyderabad has many Sub-Registrar offices, each covering its own area. Couples usually register at the office for the place of marriage or the residence of one spouse. A certificate from any of them follows the same apostille route, as does one from a district town. If you live outside Telangana now, you do not need to return. Courier the certificate from wherever you are.
US, UK, Gulf: what each destination wants
The US, the UK, Canada, Australia, Saudi Arabia, Oman and Bahrain accept the apostille. The UAE, Qatar and Kuwait are not members, so they need MEA attestation and then embassy legalization, which our embassy attestation service handles. Germany and China do not accept India's apostille. India has been a member of the Convention since 14 July 2005.

When one spouse is already abroad
It is common for a Hyderabad bride or groom to register the marriage and then join a spouse who already works overseas. Plan the marriage certificate apostille in Telangana before the travelling spouse leaves, because some consulates want the legalised certificate with the visa file.

Can I get an apostille on a certificate issued before Telangana was formed?
Yes. A certificate issued in the Hyderabad area before June 2014 still carries a valid signature. Send us a scan so we can check it before you courier the original.
Does the GAD in Hyderabad issue the apostille?
No. Only MEA issues the apostille. The GAD can authenticate the certificate at state level, after which MEA apostilles it.
Is a marriage certificate apostille in Telangana enough for a US spouse visa?
The US is a member of the Apostille Convention, so the apostille is accepted for legalisation. Always follow the checklist given by the US consulate or USCIS for your case.
Can we register our marriage online in Telangana?
The Registration and Stamps portal lists online registration of marriages. You will still need to complete the steps the Sub-Registrar asks for before the certificate is issued.
Our certificate is going to Qatar. What changes?
Qatar does not accept the apostille. The certificate needs MEA attestation and Qatar embassy legalization instead.
