Birth Certificate Apostille in Jammu and Kashmir: Who Issues What

Birth certificate apostille in Jammu and Kashmir begins with knowing which registrar holds your record. The Director General, Economics and Statistics, is the Chief Registrar, while the Health Officers of the Jammu and Srinagar Municipal Corporations, Block Development Officers and hospital heads register births locally. We take the certificate from there through notary, SDM and the MEA.

Quick answer

Who issues the birth certificate I need to apostille in Jammu and Kashmir? It depends on where the birth took place. In Jammu or Srinagar city, the Municipal Corporation's Health Officer issues it. In rural blocks, the Block Development Officer is registrar, and government hospitals have their own registrars. For birth certificate apostille in Jammu and Kashmir, we then use the Delhi route or the J&K Home Department route to the MEA.

The registration chain in J&K

A 2022 government order, S.O. 495, made the Director General of Economics and Statistics the Chief Registrar of Births and Deaths for Jammu and Kashmir. The post sits under the Planning, Development and Monitoring Department.

Below the Chief Registrar, registration is spread across several departments:

  • Cities and towns: the Health Officer of the Jammu or Srinagar Municipal Corporation, or the CEO or Executive Officer of a municipal council or committee.
  • Villages: the Block Development Officer.
  • Cantonments: the CEO of the Cantonment Board at Satwari or Badami Bagh.
  • Government hospitals: since a 2025 order, the Medical Superintendent or in-charge medical officer.

The Chief Medical Officer of each district acts as District Registrar.

Applying online in urban areas

The Housing and Urban Development Department runs a birth certificate service for urban local bodies at jkhome.ulb.gov.in/birthcertificate. Families in Jammu, Srinagar and other towns can use it.

Rural records are held by the Block Development Officer. Hospital births since the 2025 order may be registered by the hospital itself. If you are unsure who holds your record, start with the place of birth.

The RBD (Amendment) Act, 2023, in force from 1 October 2023, made the digital birth certificate a single proof of date of birth. A clean printout of a digitally signed certificate is the version most foreign offices now expect.

Late registration in J&K

Births should be reported within 21 days. When a birth is reported after 30 days but within one year, the J&K booklet on registration says permission comes from the Additional District Registrar. That post is held by the District Statistics and Evaluation Officer.

Births reported after a year follow the stricter process in the Act and rules. Collect what early proof you have, such as hospital papers, an immunisation card or a school record.

A certificate without the child's name, or with a parent's name spelt differently from the passport, is often rejected abroad. Fix it with the registrar before sending it for apostille.

Routes for birth certificate apostille in Jammu and Kashmir

Delhi route

  1. Notary attestation.
  2. SDM attestation in Delhi.
  3. MEA apostille through an authorised outsourced centre.

We use this route for most J&K clients. The all-inclusive fee is Rs 1,000 to Rs 1,500 per document, with courier extra. It usually takes 2 to 3 working days once the original is with us.

J&K Home route

The Deputy Secretary in the J&K Home Department authenticates the certificate, and then it goes to the MEA. Use this route only if a receiving office asks for state-level authentication. Read about the MEA apostille process.

Families in Srinagar and Jammu

Srinagar and Jammu are the two cities where most of our J&K birth certificate work comes from. In each, the Municipal Corporation's Health Officer is the registrar for city births, and the cantonment board handles births in its own area.

Courier the original to C-5 A/2, New Ashok Nagar, Delhi 110096. If a family member is in Delhi, they can drop it off. We return it by Blue Dart or a similar tracked courier. We do not collect from homes.

Families from Anantnag, Baramulla, Udhampur, Kathua and other districts follow the same steps. Send us a photo on WhatsApp first so we can check it.

Where the apostilled certificate is used

Typical uses are a child's passport or visa abroad, school admission overseas, citizenship by descent, a residence permit, or OCI-related use in another country.

Countries that accept it include the UK, the USA, Canada and Australia, along with Saudi Arabia, Oman, Bahrain and most European states. China and Germany do not. UAE, Qatar, Kuwait and Egypt need MEA attestation and embassy legalization, which we arrange through our embassy attestation service.

Older certificates in Urdu or with Urdu text may need a translation. We provide certified translation in all major languages.

Other officers in the J&K system

The J&K booklet lists several officers between the Chief Registrar and the local registrar. Regional Directors of Evaluation and Statistics act as Additional Chief Registrars for the Jammu and Kashmir divisions. A Joint Director at the Directorate is Deputy Chief Registrar. Deputy Directors at the Directorate of Health Services act as Assistant Chief Registrars.

For most families this matters only when something goes wrong. If a local registrar cannot help with a missing or wrong entry, these higher offices oversee the system. Start with your local registrar, then go up the chain if needed.

Before you send it

  • The original certificate or a clean print of the digitally signed one
  • Passport copy of the child or a parent
  • Destination country and the office asking
  • No lamination, staples or writing on the back

The MEA does not apostille photocopies. Each certificate needs its own apostille, so send one original for each apostille you need.

Old handwritten certificates can often be apostilled if the signing officer is verifiable. Still, some consulates ask for a computerised copy. Ask the registrar for one if you have time.
