Who issues polytechnic diplomas in Jammu and Kashmir? The J&K Board of Technical Education, set up under the J&K State Board of Technical Education Act, 2002, conducts exams for AICTE-approved polytechnics and awards diplomas. For a diploma certificate apostille in Jammu and Kashmir, the original diploma is notarised, signed by an SDM in Delhi and apostilled by the MEA. Mark sheets are separate documents.
JKBOTE and what it issues
JKBOTE is an autonomous body under the Department of Skill Development. Its functions include setting standards for technical education, running exams for AICTE-approved polytechnics and monitoring affiliated institutions.
The Board also conducts exams for ITI students in the territory and sets admission rules for polytechnics and ITIs. So both diploma holders and many ITI graduates deal with the same Board.
If your diploma was issued before 2019, it may show the old name, J&K State Board of Technical Education. That is fine. We work with the seal and signature on your original.
Older ITI and polytechnic records may also carry the names of earlier departments. That is normal.

The process for diploma certificate apostille in Jammu and Kashmir
- Courier the original JKBOTE diploma and needed mark sheets to our Delhi office.
- We check for lamination, damage and name mismatches.
- A notary attests the document.
- An SDM in Delhi signs as the authenticating officer.
- We file with the MEA through an authorised centre. The MEA fee is Rs 50 per document.
- We return the apostilled diploma by Blue Dart or a similar tracked courier.

Board work such as a duplicate or correction takes extra time, which depends on JKBOTE.
Board verification and duplicates
JKBOTE's site lists a fee of Rs 500 for verification of certificates and Rs 650 for a duplicate or corrected diploma. Requests go through its Raise a Query or Create a Ticket options. These are Board services, separate from the apostille.
An overseas employer that doubts a diploma will usually ask the Board to confirm it. If your diploma is lost, laminated or has a spelling error, get the duplicate or correction from JKBOTE before you send it to us.
The Board has also asked NEP 2020 pass-outs to upload a recent photograph for their diploma certificate. If you are in that batch, check that your final diploma has been issued.
Keep your registration number, roll number and polytechnic name ready when you write to the Board. These details help it trace your record quickly.

ITI and paramedical certificates
ITI trade certificates under NCVT or SCVT can be apostilled from the original. Many technicians from J&K find work in Saudi Arabia and Oman, which accept the apostille.
Paramedical courses in the territory come under the J&K Paramedical Council Act, 2014. Nursing and paramedical holders should carry the course certificate and any council registration. Each is a separate document.
Some Gulf employers also ask for an experience letter. That paper follows a separate process.
If you hold both a diploma and an ITI certificate, ask the employer which one it needs. Sending only what is asked keeps the cost down.
From Srinagar and Jammu
The Board's central office and Kashmir division office are in the Old Secretariat in Srinagar. Its Jammu division office is at the Government Polytechnic College, Bikram Chowk, Jammu. Visit the right office if you need a duplicate or correction.
For the apostille itself, you do not need to travel. Courier the original to our New Ashok Nagar office. Winter can slow courier movement from the valley, so send early. We do not offer home pickup.

Diploma first, degree later
Many JKBOTE diploma holders go on to a B.E. or B.Tech through lateral entry. If you apply abroad with both, the receiver may ask for each to be apostilled. The diploma comes from the Board and the degree from a university, so the two are handled as separate documents.
Some receivers want only the highest qualification. Others want the full record from Class 10 onward. Ask before you send anything. That way you post everything once.

Destination rules
The UK, USA, Canada, Australia, Saudi Arabia, Oman, Bahrain and most of Europe accept the apostille. China and Germany do not accept India's apostille. The UAE, Qatar, Kuwait and Egypt require attestation. See our UAE attestation charges and embassy attestation service.
