Marriage Certificate Apostille in Goa

Marriage certificate apostille in Goa is different from other states because every marriage in Goa, whatever the religion, is registered by the Civil Registrar-cum-Sub-Registrar under the Code of Civil Registration. The certificate you hold comes from one of the twelve taluka offices. INFINITYGRO, a private agency based in Delhi, gets that certificate apostilled by the MEA for use abroad.

Quick answer

I am a Goan working in Portugal. Can my Civil Registrar marriage certificate from Margao be apostilled from outside Goa? Yes. Get a fresh certificate from the Salcete Civil Registrar-cum-Sub-Registrar office, or ask family to collect it, and courier it to us. Marriage certificate apostille in Goa can go through the Delhi route (notary, SDM, MEA) or through the Under Secretary (Home-II) at Porvorim under Goa's August 2026 SOP. We advise which one the receiving office expects.

Goa's civil registration of marriage

Goa kept its own civil registration system after 1961. Under the Code of Civil Registration, a marriage must be registered with the Civil Registrar to be legally recognised, regardless of religion. The Department of Registration's citizen charter notes one exception. A Roman Catholic church marriage can proceed with prior clearance from the Civil Registrar.

Registration happens in two stages. First the couple makes a declaration of intention at the office and submits birth certificates and residence proof. A notice is then published. After the 15 day waiting period, the couple returns with two witnesses to sign the marriage register. The waiting period can be waived in deserving cases.

A bride aged between 18 and 21 needs parental consent or a court order. Widowed and divorced persons must observe a waiting period before remarrying. These rules affect registration, not the apostille. Once the certificate exists, the apostille process is the same for every couple.

The reg.goa.gov.in portal and certified copies

The Department of Registration runs an Online Registration of Marriage portal at reg.goa.gov.in. Couples sign up, enter details of both spouses, parents and witnesses, upload documents, and pay online. They then book an appointment to sign the declaration at the registrar office. Marriage notices from each taluka are posted on the portal's notice board.

For apostille, you need the certificate issued by the Civil Registrar-cum-Sub-Registrar. The charter says a certificate is usually given the same day if no changes are needed, or within three days if a search is required. For older marriages, request a fresh certificate from the taluka where the marriage was registered.

Home-II at Porvorim and the passport office

In August 2026 the Goa Home Department notified a standard operating procedure for pre-authenticating documents before they go to the MEA. Under it, the Under Secretary (Home-II) handles all personal and commercial documents. A marriage certificate is a personal document. The SOP also confirms that the Regional Passport Office, Goa is authorised by the MEA to issue the Apostille.

After Home-II attests the signature, the document goes to an MEA outsourced centre in Goa. The time taken depends on the department. If you are not in Goa, the Delhi route is often simpler.

The SOP prefers originals or certified copies from government offices. Officers whose signatures are attested must have their specimen signatures registered with the department first.

How marriage certificate apostille in Goa works from Delhi

The MEA checks only the authenticating officer's signature, not the content of the certificate. On the Delhi route:

  1. A Delhi notary attests the Civil Registrar certificate.
  2. The SDM in Delhi verifies the notary's signature.
  3. The MEA fixes the Apostille.

This usually takes 2 to 3 working days once we receive the original. Use the Goa state route when the authority abroad asks specifically for Goa state verification. See our guide to MEA apostille for what each stamp means.

Panaji and the twelve taluka offices

Couples in Panaji register with the Civil Registrar for Tiswadi (Ilhas). The other offices cover Bardez (Mapusa), Bicholim, Canacona, Dharbandora, Mormugao (Vasco), Pernem, Ponda, Quepem, Salcete (Margao), Sanguem and Sattari (Valpoi). Collect the certificate from the office that holds your record.

Every Goa certificate follows the same apostille route. Send the original to our Delhi office, and we return it by Blue Dart or a similar tracked courier.

The State Registrar's office at Shramshakti Bhavan, Patto, Panaji also acts as the Civil Registrar for the headquarters. District Registrar offices sit in Panaji for North Goa and in Margao for South Goa. If you are unsure which office holds an old record, the taluka of the wedding venue is the place to start.

Portugal, the UK and the Gulf

Many Goan families use marriage certificates for Portuguese nationality files or UK residence. Both Portugal and the UK accept the Apostille. Current Goa certificates are generally in English, so a translation is needed only where the destination requires its own language, such as Portuguese. We arrange certified translation when required.

Goans working in Kuwait, Qatar or the UAE need MEA attestation and embassy legalization instead. Our embassy attestation service covers this.

Before you courier the certificate

  • Original Civil Registrar certificate, unlaminated
  • Passport copies of both spouses
  • Destination country and purpose
  • Name affidavit if spellings differ from passports

The MEA does not apostille photocopies. A church record alone is not the civil certificate; send the one issued by the Civil Registrar.
